Current status

U.S. military personnel, military personnel and their families lived and had administrative offices, churches, dormitories, central public facilities (libraries, banks, post offices, etc.), clinics, etc. All residents moved out in December 2015, and the Ministry of Defense has been working on demolition and removal of buildings since July 2021.


The 5th fire department of the U.S. Navy Command Headquarters in Japan still survives.


In addition, Yokohama citizens live on land surrounded by U.S. military facilities and areas, and are subject to various restrictions on daily life.

October 16, 1947
Agricultural areas (private land such as vegetable fields) were requisitioned as X residential areas.
April 19, 1961
The name was changed to the Negishi residential area.
November 23, 1969
The Baba part (165,425 square meters) of the former Negishi Racecourse district (requisitioned on September 3, 1945) was returned, and the remaining part (118,573 square meters of land, 37,330 square meters of buildings) was integrated into the Negishi residential area.
February 16, 1972
It was designated as evacuation area.
March 31, 1972
The Japan-US Joint Committee agreed to jointly use the land at the municipal bus Negishidai turnaround site.
December 15, 1977
At the Japan-US Joint Committee, a partial return of the former Negishi Racecourse area was agreed upon along with the return of the Yokohama Seaside Residential Area and the Shinyamashita Residential Area.
March 1, 1979
354.16 square meters of land in a part of the Negishi residential area (1-2 Negishidai, Naka-ku, 5-198-5 Yamamoto-cho) was returned for road widening.
August 5, 1980
A part of the Negishi residential area (Kamimachi, Isogo-ku) land of 336.60 square meters was returned.

September 25, 1980
At the Japan-US Joint Committee, the joint use of roads in the Negishi residential area for sewerage improvement in the Negishi Asahidai area was agreed.
December 10, 1980
A part of the Negishi residential area (outside 3-152-5 Yamamotocho, Naka-ku) U.S. military power transmission line 372 square meters has been returned.
July 16, 1981
A part of the Negishi residential area (Kamimachi, Isogo-ku) land of 32.40 square meters has been returned.

March 31, 1982
A part of the former Negishi Racecourse area (Minosawa, Naka-ku) land of 50,342.06 square meters and a building of 29,018.71 square meters were returned along with the Yokohama Seaside Residential Area and the Shinyamashita Residential Area.
September 8, 1983
The Japan-US Joint Committee agreed to return some land in the Negishi residential area (Sanya, Minami-ku) to improve road widening.
January 20, 1984
The above 61.66 square meters of land was returned. (Road widening maintenance work completed on March 31, 2021)
August 11, 1988
The Japan-U.S. Joint Committee agreed to jointly use the Yamamotocho approach road in the Negishi residential area as a road to the Negishi Forest Park expansion and maintenance area.
June 25, 1992
The Negishi Forest Park Expansion Area has been open to the public. The Yamamotocho approach road has also been put into service.
June 30, 1994
A part of the Negishi residential area of 76.03 square meters (Sanya, Minami-ku) was returned.
February 17, 1999
The cliff in the adjacent land of Negishi residential area (Nakamura-cho, Minami-ku) collapsed.
December 17, 1999
The Yokohama Defense Facilities Bureau has begun construction of permanent measures for cliffs in adjacent areas.
August 31, 2001
The Yokohama Defense Facilities Bureau has completed the above permanent measures.
October 18, 2004
The Japan-U.S. Joint Committee agreed on the return policy.
February 20, 2009
Concluded a Memorandum of Understanding with the U.S. Navy Yokosuka Base Command on Disaster Response Preparation and Joint Activities for Disaster Relief for Negishi Residential Areas.
March 27, 2010
An organization of private landowners in the Negishi Residential Area, "U.S. Army Negishi Residential Area Return and Town Development Association" was established.
March 24, 2012
Moved from the "U.S. Army Negishi Residential Area Return and Town Development Association" to the "U.S. Army Negishi Residential Area Return and Town Development Council", which aims to form consensus among private landowners.
July 25, 2012
"U.S. Army Negishi Residential Area Return and Town Development Council" was certified as a local town development organization based on the provisions of the Yokohama City Regional Town Development Promotion Ordinance.
August 25, 2014
Two of the four gates in the Negishi residential area were closed.
December, 2015
All U.S. military-related residents, such as U.S. military personnel, military personnel and their families, have left.
July 4, 2016
The gate on the management office was closed, leaving one gate on the residential area side.
May 13, 2017
The "U.S. Army Negishi Residential Area Return and Town Development Council" compiled the "Town Development Basic Plan (Council Plan)".
November 14, 2018
At the Japan-U.S. Joint Committee, it was agreed that Japan and the United States will begin discussions on joint use in order to promptly restore the original state for early delivery.

The Japan-U.S. Joint Committee agreed on joint use to promptly carry out restoration work for early delivery.

We announced "Negishi residential area ruins use basic plan (draft)".

We raised citizen opinions for "Negishi residential district ruins use basic plan (plan)".
March 31, 2021
We have formulated the "Basic Plan for the Use of Negishi Residential Area Sites".
July, 2021
The South Kanto Defense Bureau has begun demolition and removal of existing buildings and structures.
January 18, 2024
The Japan-US Joint Committee approved the change of the contents of the joint use in order to carry out work for the use of the former site by Yokohama City.
