Current status

Management: U.S. Navy Yokosuka Base Command

U.S. military personnel, military personnel and their families were home to administrative offices, churches, dormitories, central public facilities (library, banks, post offices, etc.), clinics, etc.


The 5th Fire Department of the U.S. Navy Command Integrated Fire Department in Japan still remains, and the U.S. Navy Yokosuka Base Command Headquarters Confirm Corps is engaged in patrol operations and security patrols on a rotating basis.


In addition, Yokohama citizens live on land surrounded by U.S. military facilities and areas, and are subject to various restrictions in daily life.

Agricultural areas (private land such as vegetable fields) have been requisitioned as X residential areas.
April 19, 1961
The name was changed to Negishi residential area.
November 23, 1969
The Baba part (165,425 square meters) of the former Negishi Racecourse district (requisite on September 3, 1945) was returned, and the remaining part (land 118,573 square meters, building 37,330 square meters) was integrated into the Negishi residential area.
February 16, 1972
It was designated as evacuation area.
March 31, 1972
At the Japan-US Joint Committee, the joint use of the land at the municipal bus Negishidai turning point.
December 15, 1977
At the Japan-US Joint Committee, the return of a part of the former Negishi Racecourse area was agreed with the return of the Yokohama Seaside Residential Area and Shinyamashita Residential Area.
March 1, 1979
354.16 square meters of land in a part of the Negishi residential area (1-2, Negishidai, Naka-ku, 5-198-5, Yamamotocho) was returned for road widening.
August 5, 1980
Part of the Negishi residential area (Kamimachi, Isogo-ku) land 336.60 square meters has been returned.

September 25, 1980
The Japan-US Joint Committee agreed on the joint use of roads in the Negishi residential area for sewerage improvement in the Negishi Asahidai area.
December 10, 1980
A part of the Negishi residential area (outside 3-152-5 Yamamoto-cho, Naka-ku), a 372-square-meter transmission line for the U.S. Army was returned.
July 16, 1981
Part of the Negishi residential area (Kamimachi, Isogo-ku) land 32.40 square meters has been returned.

A part of the former Negishi Racecourse district (outside Minosawa, Naka-ku) land of 50,342.06 square meters of building 29,018.71 square meters were returned along with Yokohama Seaside Residential Area and Shinyamashita residential area.
September 8, 1983
The Japan-US Joint Committee agreed to return some of the land (Sanya, Minami-ku) in the Negishi residential area for road widening.
January 20, 1984
The above 61.66 square meters of land has been returned. (Completion of road widening maintenance work completed on March 31)
August 11, 1988
The Japan-US Joint Committee agreed to jointly use the Yamamotocho side approach road in the Negishi residential area as a road to the Negishi Forest Park Expansion Area.
June 25, 1992
The Negishi Forest Park Expansion and Maintenance Area has been open to the public. (38,985 square meters) The Yamamotocho side approach road has also been put into service.
June 30, 1994
Part of the Negishi residential area of 76.03 square meters (Sanya, Minami-ku) has been returned.
February 17, 1999
A cliff on the land adjacent to the Negishi residential area (Nakamura-cho, Minami-ku) collapsed.
December 17, 1999
The Yokohama Defense Facilities Bureau has begun construction of permanent countermeasures at the adjacent cliff collapsed.
August 31, 2001
The above permanent measures by the Yokohama Defense Facilities Bureau has been completed.
October 18, 2004
The U.S.-Japan Joint Committee agreed on a policy to return it.
February 20, 2009
Concluded a memorandum of understanding with the U.S. Navy Yokosuka Base Command on Disaster Response Preparation and Disaster Relief Activities for Disaster Relief for Negishi residential areas.
March 27, 2010
An organization such as private landowners in the Negishi residential area, "U.S. Army Negishi Residential Area Return and Community Development Association" was established.
March 24, 2012
Moved from the "U.S. Army Negishi Residential Area Return and Town Development Association" to the "U.S. Army Negishi Residential Area Return and Town Development Council", which aims to form consensus among private landowners.
July 25, 2012
"U.S. Army Negishi Residential Area Return and Town Development Council" has been certified as a local town development organization based on the provisions of the Yokohama City Community Development Promotion Ordinance.

Two of the four gates in the Negishi residential area have been closed.

The Japan-U.S. Joint Committee agreed to begin discussions on joint use between Japan and the United States in order to promptly carry out restoration work for early delivery.
