Based on the high wave damage caused by Typhoon No. 15 in 2019, the Kanto Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), the Kanto Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism decided to consider the design method assuming the largest class high waves that can occur in Tokyo Bay.
