Revision of the Long-Term Excellent Housing Certification System

Major changes associated with amendments to the Long-Term Excellent Housing Act

The Law Concerning the Promotion of Long-Term Excellent Houses (hereinafter referred to as the “Long-Term Excellent Housing Act”) has been revised and
Effective February 20, 2022 and October 1, 2022 will be enforced in two stages.

●Major changes associated with the amendment of the Long-Term Excellent Housing Act on October 1, 2022
 ①Establishment of a certification system for existing houses that do not involve building activities
  We will create a system that allows excellent existing homes to be certified (certified only by the maintenance conservation plan) without extension or renovation.
 ②Strengthening energy-saving measures and revising the amount of wall volume
  The energy-saving standard shall be the level equivalent to ZEH, and the insulation performance class 5 and primary energy consumption class 6 in the housing performance labeling system.
  With the weight of wooden buildings by installing heat insulating materials and energy-saving equipment, structural safety standards such as the required amount of walls, will be established.
 ③Rationalization of standards pertaining to apartment houses
  It will be streamlined by reviewing standards such as scale standards and long-term use structures.

Application of new standards and old standards

If you have already applied for long-term use structure confirmation before the enforcement date, the old standard will be applied.
However, certification based on the old standard is limited to those for certification applications to Yokohama City until March 31, 2023.

Requests to those who apply for long-term excellent housing certification under the old standards

If the certification is granted after the amendment of the law on October 1, 2022, the certification notice will be in the new form.
The new form of certification shall be included in the certification letter.
"8. When an application is made with a confirmation letter or a house performance evaluation report under Article 6-2, Paragraph 5 of the Act on Promotion of Quality Assurance of Houses (Act No. 81 of 1999) or a copy of these Is the date of making the request pursuant to the provisions of Paragraph 1 of the same Article. "
If you are applying according to the old standard, please attach an application form that shows the date of application for housing performance evaluation or confirmation of long-term use structure.

※Those who apply under the new standard are not required because the application date will be indicated on the housing performance evaluation report or confirmation form.
