Let's carry out construction and maintenance as planned

Those who have been certified should build based on the certified plan, and after the construction is completed, perform maintenance based on the plan.
※Maintenance: Maintenance Inspection and repair, etc. based on plans related to periodic inspections and repairs based on the conservation Plan
※Please refer to the section “2. Methods and Periods of Maintenance and conservation after Construction” on page 4 of the application form for maintenance and period.
※If the conservation Plan maintains the renewal to conform to the certification criteria in the future, it is necessary to carry out the renewal work based on the plan.

Let's keep records of construction and maintenance

If you are certified, please make and keep a record of the status of construction and maintenance of certified long-term excellent housing. It is also possible to create and store electronic data.

In such a case, procedures are required.

When we are going to change design (before construction completion) ・ When we are going to add or renovate (after construction completion), procedure of plan change is necessary.

Person who received authorization needs to apply for authorization of plan change to jurisdiction administrative agency before construction start when we are going to design change or extension, reform of authorized long-term excellent house.

※When changing the plan, the plan approved by the standard of new construction must conform to the standard of new construction, and the plan approved by the standard of extension and remodeling must conform to the standard of extension and remodeling. In addition, if it is certified as an existing house, it is necessary to conform to the standards applied at the time of initial certification.
※The same procedure is also required if you want to change the maintenance conservation plan.
※When replacing the equipment to be evaluated (heating and cooling equipment, lighting, water heaters, etc.) in a house that has been applied to the standard of primary energy consumption grade, replace it with equipment that has the same or higher performance as at the time of certification. Please do. In that case, there is no need to change the plan. In addition, please keep the changes as a record of the maintenance status. If you do not know the performance of the equipment at the time of certification, please contact the operator.

When inheriting or buying and selling a certified long-term excellent house, it is necessary for the new owner to take over the status.

Please hand over long-term excellent housing construction plans and records of conservation to those who take over the status of certified plan implementers through inheritance, sales, etc. Those who take over the status need the approval of the competent administrative agency, so please proceed with the competent administrative agency. If you take over the status of the accredited plan implementer, the contents of the maintenance will be taken over by the successor, so please check the contents of the plan.

Creation and storage of records

In accordance with Article 11, Paragraph 1 of the Act on Promotion of Long-Term Excellent Houses, the implementer of the Certification Plan must prepare and preserve records of the construction and maintenance of certified long-term excellent houses in conservation. ※It is also possible to create and store electronic data.

Housing construction and maintenance When there is no record on the status of conservation

Extraction survey on the status of conservation, etc.

Certified long-term excellent housing is certified as a long-term house that can be used for a long period of time through regular maintenance, and the owners of the plan are required by law to properly maintain conservation and keep records. For this reason, the city regularly conducts an extraction survey on the status of maintenance and conservation in order to confirm that proper maintenance of long-term excellent housing in conservation and records are being prepared and preserved.

Among certified long-term excellent houses, houses that have passed approximately 5 years, 10 years, 20 years, and 30 years based on the completion date of construction work.

Survey method

We randomly extract certified plan implementers (building owners) of long-term excellent houses that fall under the above “Surveyed Houses” at a certain percentage.

Every year from September to November, the city will mail a report request form and a report for those who have been extracted.

When you receive the report request form by mail, please submit a copy of the report (Form 1-2) and the record of the maintenance conservation (inspection, repair, etc.) describing the status of maintenance conservation to the city. (For details, please refer to the report request form.)

If you do not receive the report request form, you do not need to report it.

About the 2024 survey

Person who received report request book, please submit 1 and 2 to city.
