Application for food-related business license (when continuing business)

If you are currently operating, we will contact you by phone or postcard one to three months before the expiration of the business license expiration date. If you wish to continue business, you will need to apply for a facility survey and permit application. If there are any matters (applicant Address, corporate representative, facilities, facilities, etc.), the prescribed notification is required. For more information, please contact us.

Flow until business license

The flow to the business license is as follows.

1 Advance notice

 One to three months prior to the expiration of the license, Health and Welfare Center Health Sanitation Division, Nishi Ward, will contact the business operator by telephone or postcard.

2 Facility Survey

 Conduct a facility survey and determine if it meets the standards. In addition, we will check hygiene management in accordance with HACCP.
 In addition, please be present at the facility survey with a food hygiene manager who fully understands the handling of food.

 The facility standards were revised in June 2021. For facilities with a business license date before May 31, 2021, please check if they meet the new criteria.
 As a result of the survey, if the facility standards are not met, a re-survey is required. Please contact us with plenty of time for the business license.

Specific examples of facility standards revision: The hydrant of the hand washing equipment for workers at food handling places (kitchen, pantry, etc.) must have a structure without recontamination.

Sensor type and lever type (length that can be operated with the elbow) that can stop water without touching fingers.


・Water taps that do not conform to the standards
When stopping water, a handle type that can be re-contaminated by touching the handle touched before hand washing.

[Hygiene management in accordance with HACCP]
 Due to the revision of the Food Sanitation Law, in principle, "hygiene management in accordance with HACCP" has been institutionalized (mandatory) for all food and other businesses in principle. At the time of facility survey, we will check the status of activities and provide advice. If you have a hygiene management plan, please prepare it.

3 Application for Business Permit

 Due to the revision of the Food Sanitation Law, even facilities that have been operating before May 31, 2021 will be treated as new applications for the first permit after June 2021. Therefore, the new license expiration date is calculated automatically from the business license date and business license period, regardless of the remaining period up to the current business license period.
 There are two ways to apply: a food hygiene application system (online system operated by the Ministry of Health, Labour and Welfare) and by visiting the counter. For more information, please refer to the following link.
 Regarding the application fee, you can apply the renewal fee instead of new, by submitting a fee reduction petition.

4. Issuance of Business Permit

 A business license will be issued at the counter or by mail approximately two weeks after application. Please contact West Health and Welfare Center for instructions on how to receive your permit.
 Please post your business license in an easy-to-see place of the shop and operate. 

When applying using the food hygiene application system (online system operated by the Ministry of Health, Labour and Welfare)

 The Ministry of Health, Labour and Welfare (Ministry of Health, Labour and Welfare) has started operation of the system for food hygiene applications, and procedures can be carried out via the Internet from June 1, 2021. If you are using the food hygiene application system, please attach the following required documents and apply at least two weeks before the expiration date of the business license.
 Payment of the application fee will be paid at the West Health and Welfare Center Health Sanitation Division as before. After applying with the system such as food hygiene application, please come to the counter for payment.
 In addition, you can continue to apply at the counter.

Please attach the following documents to the food hygiene application system.

  • Drawing showing the structure and equipment of the facility
    ※ The food hygiene application system cannot be applied unless a drawing is attached.
       If you do not have a drawing, please attach a blank sheet.
  • Documents proving the qualification of a food hygiene officer (only when changing the food hygiene manager)

※ If there are any changes to other matters, please contact the person in charge.

Payment of application fees, etc.

 After applying for the food hygiene application system, the person in charge will contact the business operator and adjust the payment date of the application fee. Once the payment date is decided, please bring the fee and the following documents to the West Health and Welfare Center Health Sanitation Division window.

    Payment will be made in cash. (After application, the fee cannot be refunded.)

  • Request Form, Letter Pack Plus (only if you wish to mail your business permit, etc.)
    Fees for mailing will be borne by the business operator. Please prepare a letter pack plus.
    The mail delivery request form will be given by the person in charge at the time of the two facilities survey.

When applying at the counter

Please bring your fee and the following documents to the office of Health Sanitation Division West Health and Welfare Center at least 10 days prior to the expiration date.

  • Application for Food Business Permit
      You will receive it by the person in charge at the time of mail or 2 facility survey.
    • Fee Reduction of Fees
      2. The person in charge will hand it over at the time of the facility survey.
    • Your current business license
    • Your current food hygiene officer's card or vote
    • Application fee
      Payment will be made in cash. (After application, the fee cannot be refunded.)

    • Request Form, Letter Pack Plus (only if you wish to mail your business permit)

    • Documents certifying the qualification of a food hygiene officer (only if you change the food hygiene manager) (only presentation, copy acceptable)
      ※ If there are any changes to other matters, please contact the person in charge.

    Precautions

    • If you do not apply within the business license period, you will not be able to do business.
    • Applications after the expiration date will be treated in the same way as "new applications", and the application fee will not be reduced, and new fees will be applied.
