Project in The State of Vietnam

From fiscal 2003 to fiscal 2005, City of Yokohama, Water Works Bureau implemented JICA Grassroots Technical Cooperation for Water Supply Corporation in Hue Province, Vietnam.
In fiscal 2006, it was developed into a two-year technical cooperation project, with City of Yokohama, Water Works Bureau fully cooperating with this project. Through this project, City of Yokohama, Water Works Bureau conveyed the technology cultivated since the establishment of the modern water supply system in 1887 to the Hue Provincial Water Corporation, and realized a "safe water declaration" that allows you to drink water directly from the faucet.
In fiscal 2010 (Heisei 22), we launched a technical cooperation project to develop human resources for urban water utilities in order to further spread the technology that we have passed on to Hue Province Water Supply Corporation to the central region of The State of Vietnam around Hue Province, and implemented it for three years until June 2013.
Technical cooperation with Hue Province Water Supply Corporation through these projects celebrated its 10th anniversary in FY2013 (Heisei 25), and a commemorative project was held in September of that year.
From FY 2013 to FY 2016 (Heisei 25) to FY 2016 (Heisei 28), a new JICA Grassroots Technology Cooperation Project “Project for Supplying Safe Water in Vietnam with Private Technology in Yokohama,” supported the development of water business in the State of Vietnam by member companies of the Yokohama Water Business Council and worked to solve problems in the water supply business in the State of the Central and the State of the Central and the State of Vietnam.
From 2017 (Heisei 29) to 2019 (Ryowagen), based on the memorandum concluded with Hue Province Water Supply Corporation, we worked on the development of water supply business of both entities and the business support of member companies of the Yokohama Water Business Council.
Currently, based on a memorandum of understanding with three organizations, including water utilities in The State of Vietnam, we are dispatching instructors to seminars in The State of Vietnam and accepting trainees in Yokohama, based on the MOU with three organizations, including the State of Vietnam, to share the results of Hue Province's achievements with Hue Province and to use the products and technologies of member companies of the Yokohama Water Business Council to improve the water supply business in The State of Vietnam.

Achievement 1 Realization of “Safe Water Declaration”

Water Supply Corporation in Hue Province, Vietnam, is a historic water utility that celebrated its 100th anniversary in 2009. As a result of confirming water quality inspection items, maintaining appropriate water pressure, and managing residual chlorine concentration, etc., in June 2008 (Heisei 20) in Hue City and in August 2009 (Heisei 21) A "safe water declaration" has been issued that allows you to drink water directly from the faucet throughout Hue Province.

This activity is published in a moral textbook for sixth graders in elementary school (PDF: 96,789KB).

Results 2 Contribute to the improvement of technical and management capabilities of the Hue Province Water Supply Corporation and the development of human resources

  • Contribution to improving the level of water quality analysis technology
    (As a result, Hue Province Water Corporation acquired the international standard ISO/IEC 17025 for analytical technology.)
  • Recommend the establishment of databases for customer information, personnel information, water quality information, water purification management information, plumbing information, etc.

Projects (3 years) from FY2010 (Heisei 22)

Project Overview
Project name Project for Capacity Development Project in Central Region of the State of Vietnam
Dispatch of experts A total of 24 people in the fields of chief advisors, water purification treatment, water distribution management, facility maintenance, water quality management, business management, and water leakage management.
Acceptance of trainees 32 people in the fields of human resource development, water quality management, water treatment, facility maintenance, water distribution management, customer service, financial and personnel management in Water Works Bureau.


18 provinces in the central part of the State of Vietnam (population of approximately 22.8 million and population served by approximately 3.25 million).


Results 1 Holding a theme-based workshop and study tour

18 project participating water utilities participated in a total of seven workshops and study tours.
In addition, discussions on human resource development held at workshops, etc., were compiled, and the Ministry of Construction of Vietnam took the initiative in formulating human resource development policies for water utilities.

Results 2 Launch of a training course

The Chubu Water Sector Training Center, which was established for this project, conducted 18 training courses, and staff from all 18 water utilities in the central region of The State of Vietnam participated.
A training center manual was prepared to improve the training course.

Results 3 Support for the creation of basic handbooks (manuals) at each water utility

A total of 25 handbooks have been created in five fields of five water utilities (water purification treatment, water distribution management, facility maintenance, human resource management, customer service).
Many handbooks are used in internal training for water utilities.

Concluded Memorandum of Understanding with the Three Central and Southern Organizations of the State of Vietnam

Based on the relationship of trust with the Water Supply Corporation in Hue Province, Vietnam, which was built through the implementation of the JICA Technical Cooperation Project “Human Resource Development Project for the Chubu District of Vietnam,” we have concluded a memorandum of understanding with the Hue Province Water Supply Corporation and other organizations in Vietnam for the purpose of supporting water business for members of the Yokohama Water Business Council, since 2009.
In March 2024 (Reiwa 6), we concluded a new memorandum of understanding for three years from April 2024 (Reiwa 6) in consultation with three organizations such as water utilities in The State of Vietnam. At a seminar held at the Hue Province Water Supply Corporation in conjunction with the signing ceremony, participating organizations announced their respective medium- to long-term management plans and actively exchanged opinions.

Activities Every year, one of the following activities shall be carried out, and dialogue and information exchange shall be conducted continuously.
・Inviting staff from Vietnamese institutions to international conferences in Japan or accepting them as trainees in City of Yokohama, Water Works Bureau.
・A seminar will be held in The State of Vietnam to share knowledge and experience, and to introduce products and technologies of member companies of the Yokohama Water Business Council.

Project from FY2013 JICA Grassroots Technical Cooperation Project (Special Framework for Regional Economic Revitalization)

Developed from 10 years of technical cooperation with the Hue Province Water Supply Corporation, etc., from FY2013 to FY2016 (Heisei 25) to FY2016 (Heisei 28), the Central and South of the State of Vietnam to improve the water supply business We implemented a project to introduce the technology of member companies of the Yokohama Water Business Council to the region.
In June 2015, a seminar and demonstration were held in Hue Province to introduce the technologies of cooperating companies, and at the final seminar in August 2016, the two cooperating companies and the Hue Province Water Corporation were realized.

In July 2017, the two parties signed a memorandum of understanding with Hue Province Water Supply Corporation, which has been cooperating for 15 years, to promote technical cooperation such as improvement of water purification plants and water distribution management. In addition, following the JICA grassroots project until FY2016 (Heisei 28), members of the Yokohama Water Business Council supported the business development in the State of Vietnam.
