Memorandum of Understanding of Technology Exchange with Fisarabad and Upper Water Works Bureau, Pakistan

In cooperation with Yokohama Water Co., Ltd. (outside site), City of Yokohama, Water Works Bureau received strong requests for cooperation among local governments from the Water Works Bureau (WASA-F) of the Fisarabad Water and Sewage and Drainage Master Plan Project (July 2016 to June 2019). In October 2019, we concluded a memorandum of understanding on technology exchange to contribute to mutual human resource development and the promotion of the water business.
After that, Yokohama Water Co., Ltd. has been entrusted with JICA's technical cooperation "Fisarabad Water Supply Business Management Improvement Project" (2022 (Reiwa 4) to February 2026 (Reiwa 8)) to link with the memorandum of understanding for technology exchange.

Current Memorandum of Understanding

Purpose Promote mutual human resource development and water business.
Period Until the end of March 2025 (Reiwa 7)
Contents

・Acceptance of trainees from the upper and lower Water Works Bureau (about 4 people 2 weeks)
・Dispatch of staff from City of Yokohama, Water Works Bureau and follow-up of training content (if necessary)
・Introduction of products and technologies of member companies of the Yokohama Water Business Council
・From FY2020 (Reiwa 2), we will share information and knowledge and exchange opinions through online seminars.


Based on this memorandum, the following training was conducted in Yokohama.

Project for Improvement of Water Supply Business in Fisarabad, Pakistan

In Fisarabad, Pakistan, there is not enough water charge revenue, so the cost of operating pumps and other equipment necessary to deliver water cannot be covered, and the water supply time is limited to 6 hours a day.
In addition, since the water pressure is low throughout the city and only a small amount of water comes out of the faucet, there are many citizens who are not satisfied with such a condition, and only 40% of the water supply contractors are citizens.
City of Yokohama, Water Works Bureau has also supported the activities of the JICA Technical Cooperation Project through staff dispatch and the acceptance of trainees. In the project, we have demonstrated that improving water supply services will increase customer satisfaction, which will lead to an increase in water rate revenue, and provide guidance on the necessary technologies.
