On June 1, 2016, the "Act on Partial Revision of the Non-Profit Promotion Act" (Act No. 70 of 2016) was enacted and promulgated on June 7, 2016. Was.
This revised law will come into effect on April 1, 2017.
※Provided, however, that some will be enforced from the date specified by a Cabinet Order within a period not exceeding two years and six months from the day of promulgation.
About the contents of the NPO law revision
The "Information on the Act on the Promotion of Specified Non-Profit Activities" (Documents prepared by the Cabinet Office) provides information on the points of the revision. In particular, please check the following points.
- The storage period for business reports has been extended to 5 years. Please respond to business reports for the fiscal year beginning after April 2017.
- Active disclosure of information on the NPO portal site of the Cabinet Office has been stipulated in order to further improve the reliability of NPOs. This portal site allows corporations to publish activity information and financial information on their own, and can be used from smartphones, etc., so please use it actively. . - The retention period for officers' remuneration rules for certified and designated NPOs has been extended to five years. Please respond from the fiscal year beginning after April 2017.
- Some forms will be changed due to the change of name from a temporary certified non-profit organization to a special certified non-profit organization or the revision of the rules for sending money overseas.
- Of the NPOs designated by Yokohama City, NPOs that have been certified do not need to submit documents with overlapping contents in executive remuneration rules (annual report) that required to be submitted for each designated certification. The ordinance has been revised.

Amendments to the Articles of Incorporation
NPO corporations were required by the Legal Affairs Bureau to change the registration of the total amount of assets every year in accordance with the registration order of unions, etc. Is required. (Scheduled to take effect on October 1, 2018*) ※The reason for the “plan” is that the enforcement date for the public notice of the balance sheet is set to be the date specified by a Cabinet Order within two years and six months from the date of promulgation of the revised NPO Law.
The method of publicizing the balance sheet must be stipulated in the Articles of Incorporation by October 1, 2018, so please vote on the amendments to the Articles of Incorporation at the General Meeting in 2017 or 2018 and carry out the necessary/required procedures.
