Welfare fund for maternal and child father and son widow

Mother and child father and son widow welfare fund is loan system for independence support of mother and child family and fatherless family.

Note 1: Even if the application is made, it may not be possible to lend by screening.

Note 2: This is a system to be repaid in the future, so please make a reasonable borrowing and repayment plan.

For those who are planning to enter high school or university from April 2024

The following funds will be loaned to those whose children are going to high school or university from April 2024.

Type of funds

  • Study Funds
    Loans for expenses required to attend high schools, universities, graduate schools, vocational schools, etc.
  • Training Funds
    Loans for expenses required to attend various schools
  • Funds for Study Abroad
    Loans for admission fees for high schools, universities, graduate schools, vocational schools, etc.

Reception period

  • When applying for study funds or training funds and study preparation funds at the same time
    From Thursday, February 1, 2024 to Friday, March 29
  • When applying only funds for study preparation funds
    Until Friday, March 29, 2024
  • When applying for study funds or training funds only
    after Thursday, February 1, 2024

Application, consultation

At the ward office Health and Welfare Center of your ward, the staff in charge will consult with you about the loan and apply on it.
As it takes time to prepare application documents, please talk with ward office as soon as possible.
Please bring the following documents at the time of consultation.

  • A copy of your mother or father's withholding slip or tax return (not required if you are not working)
  • Materials of the school where the child plans to go to school (those that know the necessary expenses, etc.)

From April 2020, redemption will be required if you receive the new study support system.

Effective April 1, 2020, a new system for supporting higher education (hereinafter referred to as the "new system") was enforced.
Under the new system, tuition and exemption of tuition fees and payment-type scholarships will be provided to students in households exempt from residence tax and equivalent households.
If you receive this reduction or exemption, the amount of the loan received, the amount equivalent to the amount of reduction of tuition fees etc. under the new system and the amount of benefit-type scholarship benefits will be returned within 6 months from the date.
If you have applied for a scholarship under the new system and receive benefits or refunds under the new system, please contact your ward Children and Families Support Division immediately.

Target person

Those who have received loans for maternal and child father and son widow welfare funds (study fund / study preparation fund) as of April 2020 and those who can receive loans after 2020

Consultation

At your ward office Health and Welfare Center, a case worker will consult with you about your loan and various problems in your life, and then apply for it.
Please contact us first.

Note 1: Bring a copy of the applicant's withholding slip or final tax return.
(This is not required if you are not working.)

Note 2: Loans cannot be made if the redemption (repayment) of this fund is delayed or there is a large amount of debt (other loans, etc.), etc.

Note 3: If you have already paid for the loan, you will not be able to lend it.
(However, you may be able to lend your home fund and medical care funds even after payment.)

Those who can apply for loan of funds

  • Women without spouses or men without spouses, such as mothers of mother and child families and fathers of fatherless families, who support children
  • Those who used to be the mother of a mother and child family

About the lessee

When receiving a loan for the child, the mother, father, or the child will be the lessee (lessee).
The application procedure differs depending on which one will be the borrower, so please check with the ward office Health and Welfare Center for details.

  • If the lessee is the mother or father
    Children and joint guarantors are not required.
  • If the lessee is a child
    No solidarity borrower is required, a joint guarantor (one with guarantee ability) is required

About joint guarantor

Loans may require a joint guarantor or not.
Please check with the ward office Health and Welfare Center for details.
A joint guarantor must have the following requirements:

  • Must be between 20 and 60 years old
  • Being a different livelihood from the applicant
  • Being a person with a focus on livelihood
  • Have assurance ability
  • Being a full-time employee or a working style
  • In principle, living in Yokohama City
  • Not being loaned, etc.

Application

After consultation confirming the necessity of borrowing this fund, please submit the application form and otherrequired documents.

  • A copy of the applicant's withholding slip or final tax return
  • Application form, borrowed letter, invoice (paper is available at the ward office.)
  • Certificate of all matters of certificate of family register or family register, Seal Registration Certificate, certificate of mother and child family or father-family family (can be omitted if a copy of the Child Raising Allowance certificate is attached), written consent form for investigation
  • A copy of the joint guarantor's withholding slip or tax return, Seal Registration Certificate, consent form (not required if you do not have a joint guarantor)

Note 1: If your child is an applicant, you will need to submit your child's Seal Registration Certificate, Consent Form, certificate of family register or family register Certificate (if it is the same as the one submitted by your mother) separately.
Note 2: It is necessary to enter the applicant's (borrower) My Number on the application form.
At the time of application, please bring applicant's [personal number card] or [notification card (for confirmation of my number) and identity verification document].
The applicant's personal number will be used for the "Personal Number Use Office" (Mother and Child Widow Welfare Fund Loan Business) stipulated in the "Law Concerning the Use of Numbers to Identify Specific Individuals in Administrative Procedures".

Examination

We will review the application documents submitted.
Depending on the screening, we may not be able to make a loan.
If the applicant's repayment ability and a joint guarantor, we will focus on the guarantor's guarantee ability.

Note: You may be asked to submit additional documents during the screening process.

Decisions

Notify the applicant and the joint guarantor of the loan is possible, and the loan will be transferred to the applicant's account.

  • Payment will be made at the end of the month following the application. (Depending on the contents of the documents, etc., it may take until the end of the following month.)
  • For business start, business continuity, and housing funds, in addition to document screening, there is a screening by the “Lending Examination Committee”.
    In addition to the above required documents, business plan and store contract documents are required for application. (It takes about 6 months from consultation to decision.)

Repayments will be made by monthly, semi-annual, or annual installment within the period specified for each fund.
As a general rule, repayments will be made by direct debit of financial institutions.

Note 1: If payment is not made by the deadline, a penalty will be collected.

Note 2: In the event that the lessee is delinquent, a request will be made to the solidarity borrower and joint guarantor.
(Solidarity borrower and joint guarantor have the same repayment obligation as the lessee.)

Note 3: In Yokohama City, we delegate the collection of lawyers for some of the delinquent receivables.
