Welfare funds for mother and child father and son widows

Mother and child father and son widow welfare fund is loan system for independence support of mother and child families and father and son families.
The main types of funds are study funding and preparation funding required for children to go to school.
Note 1: Even if you apply, you may not be able to lend due to examination.
Note 2: Since this is a system for repayment in the future, please make a reasonable borrowing and repayment plan.
Note 3: If you can receive other loans or scholarships, please give priority to that.

From April 2025, we will lend funds to those whose children are going to high school or university.

※Payment will be made in a lump sum of the loan amount for one year.
※If you borrow for more than one year during your enrollment period, you will need to continue every year each time you advance.
Application, consultation
At the ward office Health and Welfare Center in your ward, the staff in charge will consult with you about the loan and apply on it.
As it takes time to prepare application documents, please consult with the ward office as soon as possible.
※The application procedure will be after the announcement of the pass (submission of a letter of acceptance etc. is required) (advance consultation can be done even before the announcement of the pass)
※If you have already paid the entrance fee or tuition fee for both the school preparation fund and the school enrollment fund, you will not be able to lend it.
Please bring the following documents at the time of consultation.
- A copy of the withholding slip or tax return of the mother or father (not required if you are not working)
- Materials of the school where the child is going to go on to school (you can understand the necessary expenses, etc.)
Other educational expenses support systems
Currently, there is an increasing number of scholarships and tuition fees that do not require refunds (benefit type) are exempt.
Please consider other systems carefully to prepare for educational expenses.
■High school enrollment support money
Eligible households (annual income of less than 9.1 million yen) can receive school support money by completing the application procedure.
The school receives school support money from the government on behalf of the student and applies it to tuition fees, so students do not have to pay tuition fees.

■Scholarship benefits for high school students in Kanagawa Prefecture
This is a non-refundable benefit that can be used for educational expenses other than tuition fees for households receiving social security or households exempt from residence tax.

■Yokohama City High School Scholarship
This is a system that provides a scholarship of 60,000 yen per year (5,000 yen per month) to high school students who have difficulty in tuition and who have excellent academic and behavior. (No return required)
※Recruitment is once a year
■Kanagawa High School Scholarship (outside site)
This is a scholarship (loan type) to be lent to high school students who are motivated to study and need financial assistance.
■Japan Student Services Organization (JASSO) Scholarship (outside site)
This is a benefit-type or loan-type scholarship for university students (can also apply for prospective students).
■New system for study support for higher education (outside site)
Under the so-called new system, tuition reduction and exemption and payment-type scholarships can be received for households exempt from residence tax.
From April 2020, redemption will be mandatory if you receive a new study support system.
From April 1, 2020, a new system for studying higher education (hereinafter referred to as the "new system") was implemented.
Under the new system, tuition reduction and exemption of tuition fees and payment-type scholarships will be provided to students of households exempt from residence tax and similar households.
In the event of this reduction or exemption or payment, the amount of the loan received will be paid for the amount equivalent to the amount of tuition reduction under the new system and the amount of payment type scholarship benefits. You will be returned within 6 months from the date.
If you have applied for scholarships, etc. under the new system and receive benefits or refunds under the new system, please contact your ward Children and Families Support Division immediately.
Target person
Person who has received loan of maternal and child father and son widow welfare fund (study fund, school preparation fund) as of April 2020, and person who can receive loan after 2020

Consultation
At the ward office Health and Welfare Center where you live, caseworkers will consult with you about loans and various problems in your life, and then apply on them.
Please contact us first.
Note 1: Please bring a copy of the applicant's withholding slip or final tax return.
(This is not required if you are not working.)
Note 2: If the redemption (repayment) of this fund is delayed or there is a large amount of debt (other loans, etc.), it cannot be loaned.
Note 3: If you have already paid the cost of receiving the loan, you cannot lend it.
(However, transfer funds and medical care funds may be loaned even after payment.)
Person who can apply for loan of funds
- A woman without a spouse or a man without a spouse, such as a mother of a mother and child family, a father of a fatherless family, and a man without a spouse who supports a child
- A person who was once a mother of a mother-child family
About the lessee
If you receive a loan for your child, your mother, father, or your child will be the lessee (lessee).
The application procedure differs depending on which one will be the borrower, so please check with the ward office Health and Welfare Center for details.

Solidarity borrowers are children and joint guarantors are not required. - If the lessee is a child
Solidarity borrower is not required, a joint guarantor (a person with guarantee ability) is required
About joint guarantor
Loans may require or may not require a joint guarantor.
Please check with the ward office Health and Welfare Center for details.
A joint guarantor must have the following requirements:
- Be between 20 and 60 years old
- Being a separate living from the applicant
- Being a living person
- Have the ability to guarantee
- A full-time employee or a similar work style
- In principle, living in Yokohama City
- Not being loaned, etc.
Application
After the consultation confirms the necessity of borrowing this fund, please submit the application form together with the required documents.

Note 1: If your child is an applicant, you will need a separate certificate of your child's Seal Registration Certificate, Consent Form, certificate of family register or family register (can be omitted if it is the same as your mother's submission).
Note 2: It is necessary to enter the personal number (My Number) of the applicant (lessee) on the application form.
At the time of application, please bring the applicant's [My Number Card] or [Personal Number (resident certificate or Notification Card with Personal Number) and identity verification materials].
※The applicant's personal number will be used for "personal number use affairs" (maternal and child father and son widow welfare fund loan affairs) stipulated in the "Law Concerning the Use of Numbers to Identify Specific Individuals in Administrative Procedures".
Examination
We will review the submitted application documents.
Depending on the examination, it may not be possible to lend.
We will focus on the applicant's repayment ability and the guarantor's guarantee ability when establishing a joint guarantor.
Note: We may ask you to submit additional documents during the screening process.
Decision
The applicant and the joint guarantor will be notified of the loan, and the loan will be transferred to the applicant's account.
- Determination and transfer will be made at the end of the month following the application. (Depending on the contents of the documents, etc., it may take until the end of the following month.)
- For each fund of business start, business continuity, and housing, there is a screening by the “Lending Examination Committee” in addition to document screening.
In addition to the above required documents, you will need a business plan, store contract documents, etc. (It takes about 6 months from consultation to decision.)
Repayment will be made in either monthly, semi-annual, or annual installment within the period specified for each fund.
As a general rule, repayment by direct debit of financial institutions is required.

Note 1: If payment is not made by the deadline, a penalty will be collected.
Note 2: If the lessee is delinquent, a request will be made to the solidarity lessee and the joint guarantor.
(The solidarity borrower and the joint guarantor are obliged to repay the same as the borrower.)
Note 3: In Yokohama City, we delegate the collection of lawyers for some delinquent loans.
