Yokohama City Mother and Child Family Higher Vocational Training Promotion Benefit

When training to obtain qualifications that are advantageous for employment of nurses, care workers, etc., we will provide a training promotion benefit every month during the training period (up to 4 years) as support for living expenses. In addition, after completion, a completion support benefit will be paid.

A mother or father of a single-parent family who lives in the city and supports elementary school studenｔ under the age of 20 who meets all of the following 1 to 4.

1. Those whose income (income from employment, etc. + 80% of child support expenses) is less than Child Raising Allowance's income limit. (* Deductions that can be deducted from income are the same as Child Raising Allowance.)
2. Those who have not received higher vocational training promotion benefits in the past.
3. Those who have completed at least one year of curriculum at a training institution and are trying to obtain eligible qualifications. (If you start training by March 31, 2023, this includes those that are scheduled to have a curriculum of 6 months or more.)
4. Those who find it difficult to balance employment or childcare with school. (* Benefits that have the same purpose as the higher vocational training promotion benefit (benefits for vocational training in the job seeker support system, extension benefits stipulated in Article 24 of the Employment Insurance Act, and education specified in Article 11-2 of the Supplementary Provisions of the Employment Insurance Act) If you have received training support benefits, etc., you will not be eligible.)

1. Nurses (including associate nurses), care workers, nursery teachers, physiotherapists, occupational therapists, dental hygienists, hairdressers, social workers, confectionery hygienists, cooks
2. Of the designated courses of "Specialized Practice Training" under the employment insurance System, 6 months or more
3. Among the designated courses of "General Education and Training" under the employment insurance System, they are classified as "Information-related" and are more than 6 months old.
4. Among the designated courses of "Specific General Education and Training" under the employment insurance System, courses of 6 months or more

Courses that are eligible for 2 to 4 benefits are education and training courses designated by the Ministry of Health, Labour and Welfare. Please check with the search system (external site) or check with the school where the courses are held.

※The last 12 months of study will increase by 40,000 yen per month.

※If you do not meet the requirements as of the start date of study, you will not be eligible.

The municipal tax of the applicant and the person belonging to the same household (including those who are dependent as stipulated in Article 877, Paragraph 1 of the Civil Code *) is determined by whether the municipal tax is exempt or taxable. If you are a taxable household among those who belong to a household with the same livelihood, you will be a taxable household.
The household classification is reviewed every August.

※A personal number (My Number) is required to apply. At the time of application, please attach a copy of the applicant's personal number card. You will also need to fill out the application form with the personal numbers of the applicant and same household.

We send style of attendance situation certificate to one where payment was decided as a result of examination with payment decision letter of advice. When you receive the form of the attendance status certificate, ask the school you are attending to create the form. Once the school has created a certificate of attendance, please submit it to the Child and Youth Bureau Children's Family Division by mail.

Even if the submission of the certificate of attendance is delayed from the deadline, if you can submit it, we will pay it. However, after the above submission deadline, the transfer will be made as soon as the examination is completed.

The higher vocational training benefits will change in August, so in August, we will send you a guide from the Child and Youth Bureau Children's Family Division to confirm the status of income and household status as a status check. In addition, if there is a change in income or household situation, it is necessary to submit additional documents.

Each time the grade increases, you will be required to submit a credit acquisition certificate, etc. certified by the head of the training institution. If the credit acquisition has not progressed in the last year, payment may be suspended.

At the end of your training period, you will be required to submit a copy of diploma and the certificate of completion of education and training.

Those who have met the requirements from the start date of study and wish to receive the completion support benefit must submit an application form within 30 days from the date of graduation. For more information, please contact the Child and Youth Bureau Children's Home Division.

Q1. Can it be used in conjunction with the loan for study funding for nurses in Kanagawa Prefecture?
A1. Even if you receive a loan for study funding, it is possible if you can confirm that payment is still necessary at the time of prior consultation etc.

Q2. Child Raising Allowance has been suspended, is it eligible?
A2. The income covered by the Higher Vocational Training Promotion Benefit is based on the Child Raising Allowance receiving level. If the reason for the suspension of payment is that due to excess income of dependents, etc., the individual's income is at the level of Child Raising Allowance receiving.

Q3. Is it eligible for receiving social security?
A3. Be sure to check with the case worker in charge because it affects the calculation of welfare expenses.

Q4. My child is 20 years old while receiving the benefits. Is it eligible?
A4. Payment is available until the child turns 20.

Q5. Can I use it together with unemployment benefit in employment insurance?
A5. Even if you receive unemployment benefit, it is possible to confirm that payment is still necessary at the time of prior consultation etc. However, please note that under the employment insurance system, "extended training benefits," which are extended to the unemployment benefit during the vocational training period, cannot be used together because the benefits are the same as those provided.

Hello Work also has various systems to acquire qualifications. Some benefits cannot be paid together with this benefit, so please consult us if you are considering it.

１．Professional practice training
Target: employment insurance insured persons or insured persons who meet certain conditions
Target course: This is an education and training course designated by the Ministry of Health, Labour and Welfare. Please confirm with the education and training payment system search system (outside site) or check with the school that holds the course.
・Benefits (payment equivalent to tuition fees related to education and training) can be paid together with this benefit.
・Support benefits (payment equivalent to living expenses during the training period) cannot be paid together with this benefit.

２．Job Seeker Support System
Target: Those who cannot receive employment insurance and are eligible for a specific job seeker
・Vocational training attendance benefits (payment equivalent to living expenses during the training period) cannot be paid together with this benefit.

Loans for admission reserve and employment reserve to recipients of higher vocational training promotion benefits. If you find a job within one year from the date you acquired the qualification and continue to engage in the work that requires the acquired qualification for 5 years, you will be exempt from refund.

In principle, it is necessary to establish a joint guarantor. In that case, it's not the case. If you do not have a joint guarantor, the annual interest rate is 1%.
