Born in Oga City, Akita Prefecture in 1956. After graduating from the Faculty of Law at Waseda University, he joined Itabashi-ku government office. Completed a master's degree in political science at Hosei University in 2000. After serving as the Disaster Prevention Section Manager, Itabashi Welfare Office Manager, Welfare Department Manager, Risk Management Subdivision Department Manager, etc. at Itabashi-ku Office, March 2015 Retirement. In the same year, he received a Ph.D. in Informatics, Kyoto University. Current position since April 2015. He is also a lecturer at Hosei University Graduate School and a lecturer at Nagoya University Graduate School. In addition to the chairman of the Cabinet Office's study committee on how to support the survivors, many members of the government. He serves as a Cabinet Office Regional Revitalization Evangelist, (one company) Representative Director of the Welfare and Disaster Prevention Community Association, (one company) President of the Condominium Disaster Prevention Association, Co-Representative Director of the Disaster Welfare Study Group, and (one company) Director of the Disaster Prevention Education Promotion Association. He has authored "Mechanisms of Local Governments for Regional Disaster Prevention and Crisis Management" (2019, Gakuyo Shobo), "Declaration for Strengthening Regional Disaster Prevention Power" (2005, Gyosei), "Welfare disaster preparedness plan Created by Models" (2020, Tokyo Metropolitan Welfare and Health Foundation).
