Carbon Neutral Port Initiatives

Ports are logistics bases that handle more than 99% of Japan's imports and exports, and are industrial bases where various companies are located. The city of Yokohama, which has Yokohama Port, one of Japan's leading ports, is aiming to achieve carbon neutral ports (CNP) that reduces greenhouse gas emissions to zero by enhancing port functions that take into account decarbonization, such as promoting energy conversion of ships and coastal industries using next-generation energy (hydrogen, methanol, ammonia, synthetic methane, etc.) and accumulating coastal industries.
Since CO2 emitted from the coastal area of Yokohama City accounts for approximately 40% of the entire Yokohama city area, decarbonization of the coastal area will play a major role in achieving carbon neutrality in Yokohama City. To this end, we are working with the national government, private companies, and neighboring local governments to develop CNPs.

With the aim of achieving carbon neutrality in the coastal area of Yokohama City in 2050, Yokohama City is promoting the formation of a carbon-neutral port (CNP) that reduces greenhouse gas emissions to zero as a whole.
This time, based on the provisions of Article 50-2 of the Port and Harbor Law, the “Yokohama Port Decarbonization Promotion Plan (draft)” was created to promote the effective use of ports that contribute to the promotion of decarbonization through public-private partnerships. We raised opinions from 10:00 on Monday, December 23, 2024 to Tuesday, January 21, 2025.

Yokohama Decarbonization Innovation Council
Based on the regional potential of Japan's decarbonization centering on the coastal area of Yokohama City, which plays a central role in the city's regional economy, we are working to establish a base for the import, manufacture, and supply of next-generation energy such as hydrogen, ammonia, synthetic methane, and synthetic fuels that contribute to decarbonization, as well as cooperation with local companies aiming for pioneering use of next-generation energy and research and technology and development.

In forming a carbon neutral port at Yokohama Port, Yokohama City and Mizuho Bank, Ltd. have concluded a memorandum of understanding with the aim of jointly examining the creation of a new financial support scheme for the decarbonization of companies and organizations in the coastal area of Yokohama City. Utilization of Maritime Emissions Portal
Yokohama City is the only Japanese port to utilize the Maritime Emissions Portal developed by RightShip Pty.Ltd., a maritime platform specializing in ESG, to form a carbon neutral port.

Collaboration with Kawasaki City
Yokohama City, Japan's largest basic local government and Japan's leading port, has industrial competitiveness while realizing carbon neutrality in Kawasaki City, which promotes the Kawasaki Carbon Neutral Complex Initiative, and in the coastal area, which plays a central role in the local economy, the two cities will cooperate and cooperate to expand the utilization of next-generation energy such as hydrogen, which is an effective means, to form a supply chain for next-generation energy.

Collaboration with Ibaraki Prefecture
Ibaraki Prefecture and Yokohama City will cooperate with the ports in Ibaraki Prefecture (Ibaraki Port and Kashima Port) and Yokohama Port with the aim of contributing to the revitalization of industry and local communities and addressing social issues such as reducing environmental impact and reducing the working population. Efforts to Build Hydrogen Supply Chain
Yokohama City has concluded a partnership agreement with ENEOS Co., Ltd. for the construction of a hydrogen supply chain. Through this agreement, we aim to decarbonize coastal areas, including the formation of carbon neutral ports. The two parties will work together to study the development of hydrogen supply infrastructure, including pipelines, and take on the challenge of realizing a hydrogen society ahead of the rest of the country.
