(1) A company registered in the list of qualified persons for general competitive bidding participation in Reiwa Moto 2nd year, and must be registered for the event "109 Printed Material Planning Design".
(2) Being a city company and a small business.
(3) Have a track record of fulfilling public relations papers that are issued regularly at least once a month within the past five years.
