Secretariat Explanation items

(1) About the revised part of the "Recommendation" draft
(2) About introduction of opinions and revision proposals from market-related businesses
(3) Future Schedule

  • On March 10, a proposal was submitted to the Yokohama City Central Wholesale Market Establishment Management Council.
  • On the same day, after obtaining the consent of the council, he will report to the mayor about "Examination of the Yokohama City Central Wholesale Market". After that, press release.
  • On March 12, he reported that he had reported to the Economic and Tourism and Ports Committee in Yokohama City Council.
  • The “Review Committee” will be dissolved upon the decision of the Council after the proposal has been approved by the Council.
Summary of Major Remarks

(1) About amendment 1

  • It is better to have a description of the market's response to "changes in eating out and eating out in consumer behavior".
  • In the future, it is necessary for the wholesale market to capture commercial demand. It is better to add the expression "Responding to business demand" somewhere.

(2) About amendment 5

  • In Yokohama, which has a population of 3.6 million, there are at least two markets as a supply base for food and other supplies to citizens. If it is impossible that there are two central wholesale markets, one should survive with the logistics center because it is a local wholesale market. There is a problem of operating expenses in the city, but the problem may be solved by reducing operating expenses as a local wholesale market.
  • In some cases, such as Kawasaki and Fujisawa, even in local wholesale markets, the founders are cities. There is a problem of cost, but I think it is better for Yokohama City to be involved. Therefore, it may be better to remove the word "private".

(3) Other opinions

  • There is a description of "a market with strong pick-up and sales power", but the market size is required to strengthen the pick-up and sales power. If you don't have a certain scale, loads will not collect when there is really a shortage of goods, so it is better to have two markets.
  • I think that if two markets become one market, physically speaking, it will shrink. "Yokohama is not wrong to have a single market despite a big city," he said.
  • The situation is quite different between fisheries and fruits and vegetables. As a result of the decrease in catch, the collection has become very difficult, and it is better to collect it in one market. When it comes to fisheries, it is better to integrate them with the current handling volume.
  • (Regarding the transfer from the general account) The meaning is different between subsidies for so-called "hakomono" and subsidies for citizens' kitchens. I think there are many problems financially, but it should be considered on the premise that it will contribute to the diet of citizens, not for market participants.
  • As a result of two markets becoming one market, stakeholders can rationalize, but I do not know what the supply system for citizens will be like. I think it will save waste, but the waste may have been useful for citizens' eating habits. I want you to delve deeper into that area next year.
  • The proposal describes hygiene, but does not mention pesticides. It may be difficult to respond to pesticides in a vertically divided system, but it would be nice to have a function in the market that can conduct such surveys thoroughly.
  • Looking at the whole, I feel that there is a strong financial problem. If the balance of income and expenditure and the review of facility usage fees come out strongly, I feel that businesses will pull their feet when they are going to improve their management and revitalize.
  • "I have to do my best in various ways and finally use a method of reviewing the market usage fee and balancing the income and expenditure," I hope you can insert it in the proposal.
  • This industry is not making a big profit. Everyone is doing a management that really cuts themselves. It can be understood as a story that the sales commission will decrease and "Please increase the handling volume", but I think it is difficult for businesses to raise commissions while the handling volume is decreasing.
