Prior consultation and submissions of registration form are accepted at each Health and Welfare Center Health Sanitation Division.

If you want to open a new barber / beauty shop, you need to submit a notification procedure. When submitting registration form, please consult with Health and Welfare Center Health Sanitation Division in the ward where you are planning to open.

If there is a change in the notification items, a change notification procedure is required.
Example: ・New employment and Retirement

　　・Changes in name of barbers and beauty salons
　　・Changes in facilities and equipment
　　※If most of the facilities and equipment are changed, you may need to submit a new establishment notification procedure.
　　　If you want to change facilities or equipment, please consult with Health and Welfare Center Health Sanitation Division in advance.

If the inheritance of the business operator occurs and the heir succeeds the business of the beauty (beauty) location, a notification of inheritance succession, and if the business (corporation) succeeds the beauty (beauty) location by merger or split, merger / split The procedure for notification of succession is required.

If you close a barber / beauty shop, you need to submit a notification of abolition.

The Barber Law and the Beautician Law stipulate that barbers and hairdressers must not perform barber or beauty treatment to customers in places other than barbers or beauty salons.
However, barber or beauty can be performed at places other than barbers or beauty salons only if you are unable to go out due to reasons such as age or illness.
In such a case, going to the customer's home, social welfare facility, hospital, etc. to cut and shave your hair (only for barbers) is called business trip barber or business trip beauty.

1. If you are unable to come to a barber or beauty salon due to illness or other reasons
   (Example of target persons)
   • Those who have difficulty going to a barber or beauty salon in a condition requiring nursing care such as illness, fracture, dementia, disability, bedridden, etc.
   • Those who are in social welfare facilities (special care, etc.) and cannot go to barbers or beauty salons
   • Those who provide childcare for infants and care for the elderly at home, who have difficulty using family assistance, childcare, and nursing care services, and cannot go to barbers or beauty salons
2. For those who attend a wedding ceremony, just before the ceremony.
3. For those who perform at a performance hall, etc., just before the appearance, etc.

When performing a business trip barber or beauty shop on a business trip, take hygiene measures based on the Barber Law and the hairdresser Law in the same way as when performing at a barber or beauty shop.

Open barbers and beauty salons in the same place (duplicate opening) only for facilities that meet the hygiene requirements required for barbers and beauty salons and only those who are qualified as both barbers and hairdressers can do.

• Only those who have both barbers and hairdressers can work as technicians at barbers and hairdressers can work as technicians.
• A barber or beauty salon business operator who intends to open duplicates must notify the matters related to the duplicate opening when submitting the establishment.

Facilities that have already been opened by September 30, 2014 and facilities that have submitted registration form, there is no need to install "equipment exclusively for hair washing". However, if a new notification of establishment is required due to a large-scale extension or renovation after October 1, 2014, it is necessary to install "equipment exclusively for hair washing".
