2024 Energy-saving housing relocation assistance system

In Yokohama City, by subsidizing some of the costs required to relocate to energy-saving housing with the highest level of insulation performance for child-rearing households, etc., Yokohama City has implemented the Yokohama City Energy-Saving Housing Relocation Subsidy Program with the aim of promoting the transfer and settlement of child-rearing generations in the city while promoting the distribution of vacant houses. Based on the well-received results of experimental project in fiscal 2023, we will expand the system and implement it in fiscal 6.

2 Points for FY2024

  • Maximum subsidy from 1,000,000 yen to 1.5 million yen (can be used in conjunction with national subsidies)

4 Outline of the subsidy system

The following is an outline of the subsidy system.
Please be sure to check the "Application Guide" for detailed assistance requirements.

4-1 Households eligible for assistance

Refers to one of the following households at the time of application

  • Households with children born on or after April 2, 2006 (including children scheduled to be born)
  • Households in which any of the couple is under 49 as of April 1, 2024

4-2 Major requirements for assistance

Oh, we move to any of the following houses (target houses) from April 1, Reiwa 6 to February 28, Reiwa 7 ※1.

(1) Being a new house in the city.
(2) Insulation performance grade (insulation performance grade in the Japan Housing Performance Indication Standards) 6 or 7 energy-saving performance.

(3) Housing outside the special alert area for earth and sand disasters.

Linobe type

All openings, such as windows, have undergone thermal insulation repair (ZEH level or higher) and meet the new seismic standards.

(1) Being an existing house in the city.
(2) Renovation work that conforms to the energy-saving performance of the ZEH level among the insulation renovation of the opening stipulated in the Child Care Eco Home Support Project Subsidy Grant Guidelines No. 4, item 2. However, this does not apply to those that already conform to the ZEH level energy-saving performance.

(3) The building must have seismic performance.

※1. Apply for registration of preservation or transfer of ownership by February 28, 2025, and register as a person who has Address at the location of the target housing between April 1, 2025 and February 28, 2025.

It is not a relocation from a self-owned property (owner's house) in the city

6 Application method

7 Other support

7-1 Flat 35 [Regional Cooperation Type]

  • By cooperating with Yokohama City and the Japan Housing Finance Agency, if you use energy-saving housing relocation assistance and borrow at [Flat 35], you can meet the prescribed requirements and reduce the borrowing interest rate along with the grant of subsidies You can get a reduction.
  • It is a prerequisite to use this subsidy system for applying for Flat 35 [Regional Cooperation Type] to Yokohama City. If the decision to grant this subsidy system is not made, the interest rate reduction of Flat 35 [Regional Cooperation type] cannot be used.
  • Please refer to the Japan Housing Finance Agency's website for details on the Flat 35 and Flat 35 [Regional Cooperation] systems, including details on the interest rate reduction.

In principle, please submit a usage application at the same time as this application for energy-saving housing relocation assistance.

If you are a subsidized household who wishes to use it, consult the City of Yokohama, Housing and Architecture Bureau Housing Policy Division (045-671-2922) before applying for this relocation assistance, and submit the “[Flat 35] Regional Cooperation Type Application Form” at the time of this application.

7-2 About reduction measures of property tax, city planning tax

Reduction measures for property tax and city planning tax may be applied to new construction of energy-saving houses or renovated houses.

A. A new house that has been evaluated and certified by "ZEH" under the Building Energy Conservation Performance Indication System (BELS), and along with solar power generation facilities, solar cell modules certified by the Institute of Electrical Safety and Environment (JET) etc. This applies to installing a storage battery that has been certified or a daytime natural refrigerant CO2 heat pump water heater (so-called Ohisama Eco Cute) at the same time. A. That's fine. Since "Completion of title registration only does not meet the requirements", please submit a certificate of all registrations of the building registered for ownership transfer or preservation of ownership as "Things that know the rights department of the building".

Form and Examples of entry

A. The "Design House Performance Evaluation Report" and the "Building Energy Conservation Performance Indication System (BELS) Evaluation Report" cannot be used in performance reports, so please report photos. For photos, please submit color photographs during construction (insulation construction, etc.) and after construction completion (windows, etc.) and drawings that show the shooting location of the photos in the third style.
  In addition, please indicate on the floor plan that the number of the insulation photo such as walls and the arrow in the direction of photography are displayed.
