About revision of low-carbon building certification system (enforced on October 1, 2022)
On October 1, 2022, the enforcement regulations on the promotion of low-carbon cities were partially revised, and the certification standards were revised.
If you apply for certification to Yokohama City after October 1, 2022, the new standard will be applied.
Please note that after October 1, 2022, we will not be able to accept applications for certification based on a certificate of conformity, etc. that applies the standards before the revision.

The "Law Concerning the Promotion of Low-Carbon Urbanization" was promulgated in September 2012 and came into effect on December 4, 2012.
Under this law, we will reduce energy consumption in urban areas (low carbon) and promote global warming countermeasures by implementing various measures such as centralizing urban functions and promoting the use of public transportation. . As one of these measures, there is a certification of the "Low Carbon Building New Construction Plan", which meets the prescribed standards when performing new construction, extension, or other renovation work of buildings that contribute to low-carbon buildings. The competent administrative agency approves the plan that conforms to it. Buildings that have been certified under the plan can receive preferential tax treatment and relaxation of floor area ratio as "low-carbon buildings".

Article 7 of the Act on Promotion of Low-Carbon Cities in the City stipulates that municipalities can create a "low-carbon town development plan", but there is no area in Yokohama City that has established the plan at this time . However, even in this case, it is possible to apply for certification of a plan such as a new low-carbon building.

It is necessary to apply for certification for low-carbon building new construction plans before starting construction.
The standard application procedure is a procedure for applying to the competent administrative agency after undergoing a technical examination of the certification criteria in advance by a registered energy saving judgment organization or a registered house performance evaluation organization (hereinafter referred to as "examination organization").

Precautions for Certification
Please note that buildings in the urbanization adjustment area in Motoichi cannot be certified by law (Article 7, Article 53) on promotion of low-carbon cities.
Please note that buildings that fall under the following items may not be certified based on the basic policy on promoting low-carbon cities. .
