※Precautions when applying for certification of energy-saving performance improvement plan

  • Before starting construction, it is necessary to apply for certification to Yokohama City.
  • The Examining body should be reviewed for all certification criteria in Article 35, Paragraph 1 of the Act.
  • If you do not undergo a technical review in advance, or if you wish to apply for confirmation along with the certification, please contact us in advance.

About certification criteria

Please refer to laws and regulations, notices, etc. for the certification criteria.

Please bind and submit all copies of the first copy and the second copy in A4 version file.

  1. Certification application (Form 33) (outside site)
  2. Power of Attorney (when the applicant delegates the procedure to another person)
  3. Books specified in the table of Article 23 of the Enforcement Regulations (PDF: 199KB)
  4. Other books determined by the mayor as necessary
  5. A set of attached documents when the technical examination conformity certificate and conformity certificate of conformity are issued by the examination body

seal is no longer required for applications.
※seal, a power of attorney, is not required. (Please determine the necessity of seal between the delegates and the delegates.)

After receiving the counter, please pay the prescribed fee with the fee payment machine.

The procedure differs depending on whether technical review is necessary for the changes.
Please confirm the contents in advance with the examination organization that received the technical examination at the time of application for certification.

Changes in plans for construction, etc. (when technical examination is required)
Application for Change Certification (Regulation Form 35) (External Site)
In principle, the change application fee is half of the certification application fee. (rounded down to less than 100 yen)
※However, if the evaluation method is different from the initial application, it may not be half price.

When the certified building owner is changed
Notification of change of authorized building owner (summary third style) (outside site)
If you wish to re-issue the certification letter, please also apply for the “Application for re-issuance of certification letter” <300 yen fee> at the same time.

When construction work is completed, please attach "construction supervision report" to "report that construction based on building energy consumption performance improvement plan was completed" immediately and submit two copies of primary and secondary.
