Yokohama City Ordinance on the Creation of Attractive Urban Landscapes (Landscape Ordinance)
It is an ordinance established for the purpose of realizing a high-quality city that attracts people, in which local individuality and rich ideas such as citizens are in harmony by creating attractive cityscapes (promulgated on February 15, 2006, enforced on April 1, 2006).

About revision of scenery regulations
The ordinance was partially revised on February 22, 2023. (Effective on May 26, 2023)
- Purpose of the revision
From the viewpoint of protecting the lives and bodies of the people from disasters caused by embankments, etc., regardless of the use and purpose of the land where embankments are performed, dangerous embankments etc. are comprehensively regulated on a uniform basis throughout the country. Law to partially amend the law "was promulgated on May 27, 2022. Along with this, some of the provisions pertaining to the "Regulation Law for Residential Land Development" in the Landscape Ordinance have been changed.
- Major contents of the revision
The Landscape Ordinance stipulates that those who perform "cityscape formation activities" in the consultation area must consult with Yokohama City in advance, but some other laws and regulations before the development and change of the consultation area It is stipulated that this rule will not be applied if procedures are performed based on the above laws and regulations.
In this ordinance revision, the exemptions pertaining to the "Regulation Law on Residential Land Development" have been partially changed with the promulgation of the "Law on Partial Revision of the Regulation Law on Residential Land Development".
The ordinance was partially revised on October 4, 2019. (Effective on January 1, 2020)
- Purpose of the revision
In July 2019, Yamate-District was newly added as a district (landscape promotion district) that promotes landscape formation based on the Yokohama City Landscape Plan, in order to preserve the exotic cityscape and lush natural environment, and to secure a view appropriate for Yokohama. In this "Yamate-District", we revised a part of the Landscape Ordinance to determine acts subject to notification and acts subject to specific notification.
- Major contents of the revision
The Landscape Act stipulates three acts, such as building buildings, construction of structures, and development activities, as acts subject to uniform notification throughout the country. In addition to this, in the case of adding acts subject to notification, etc., it is to be stipulated in the regulations.
In this amendment, Yamate-District has added acts subject to notification in order to preserve the lush natural environment. At the same time, in order to preserve a good cityscape and promote the formation of a landscape appropriate for the district, we have determined actions subject to specific notification.
Urban Landscape Consultation Area
- Based on the Landscape Ordinance, districts that need to create attractive cityscapes are referred to as “Urban Landscape Consultation AreaDesignated as "and determine the policy of consultation, the act to be discussed, and design guidelines (act guidelines).
- When you build building in cityscape discussion district, please talk with Yokohama-shi based on predetermined policy and act guideline.
- The standard processing period for city landscape consultation is 50 days.
- Acts subject to consultation and contact in charge vary depending on the district.

Specific landscape formation historic buildings
- We revise a part of scenery regulations in December, 2013 and can designate historical building which is particularly important in promoting creation of attractive cityscape as "specific scenery formation historic building". A system has been newly established.
- This system promotes the use of facilities that contribute to improving the attractiveness of the city and creating vitality, such as cultural and tourist facilities and restaurants, taking advantage of the attractiveness of the historical landscape.
- In many cases, conforming to the Building Standards Law is an issue when a historical building is undergoing large-scale renovation with a change in use for utilization. By obtaining the consent of the Building Examination Committee based on the designation under this system, the Building Standards Law can be exempted, and it is possible to consider balanced conservation and its utilization while retaining the value of historical buildings.

- The purpose of this project is to recognize activities that have made particularly significant contributions to community development in Yokohama, as well as buildings that make up Nami, a town that has contributed to the creation of urban landscapes and the conservation.
