1. System in general
(1-1)
Currently, only the following four districts need notification and consultation based on the Landscape Act and Landscape Ordinance.
- Kannai-District<Part of Naka Ward>
- Minato Mirai 21 Central District<Part of Naka Ward and Nishi Ward>
- Minato Mirai 21 New Port Area<Part of Naka Ward>
- Yamate-District<Part of Naka Ward>
The types of activities that require procedures vary depending on the district. For details, please refer to the window guidance flyer (about areas requiring notification and consultation) (PDF: 250KB).
For areas other than the above, procedures for the Landscape Act and the Landscape Ordinance are not required.

2 Landscape plan
(2-1)
Yokohama City has a landscape planning area throughout the city.
Currently, only the following four districts are required to be notified (landscape promotion districts).
- Kannai-District<Part of Naka Ward>
- Minato Mirai 21 Central District<Part of Naka Ward and Nishi Ward>
- Minato Mirai 21 New Port Area<Part of Naka Ward>
- Yamate-District<Part of Naka Ward>
There is no need to submit a report for acts such as construction outside the landscape promotion area and development activities.
In addition, in "town development map information (i-mappie)" (outside site), in the case of area where report is necessary, there is indication called "landscape plan (landscape promotion district: XX district)". In the case of an area where notification is not required, there is a display called "Landscape Plan (all city areas)".
(2-2)
We establish "landscape plan about development activity of slope green tract of land" for all city areas. This means that in order to properly guide development on slope green tracts and create a comfortable living environment, the height of the law (glue) and greening when land of 500 square meters or more performs development activities on "forests" land It defines the standards for greening. Since these standards are confirmed at the time of the examination of the development permit, it is not necessary to submit a landscape plan.

The start of construction is restricted for 30 days from the day after the notification, so a notification is required at least 31 days before the start. In addition, in the case of act targeted for cityscape discussion, please perform cityscape discussion prior to report.

We may perform recommendation based on scenery law or change order so that the mayor performs design changes.
(2-5)
Unless the current situation is changed, it can be left as it is (existing ineligible), but in the future, it is necessary to conform to the current standards when repainting the color etc. in the future.
3 Urban Landscape Consultation Area
(3-1)
With cityscape discussion, based on "the regulations about creation of attractive cityscape of Yokohama-shi (landscape regulations)", act such as construction of building in district designated as "cityscape consultation district" (cityscape formation act) When we perform, we say discussion to perform with city about design.
This consultation aims to create a higher quality landscape that matches the individuality of the district by conducting discussions between the city and the company based on matters (act guidelines) that should serve as guidelines for landscape formation in the district. I am aiming.

Since there is a great relationship with the design concept, etc., please submit a consultation as soon as possible in the design. Construction cannot be started until after the cityscape consultation has been completed.

Of the acts subject to city landscape consultation (city landscape formation acts), acts that have a particularly large impact on the landscape are referred to as "specific city landscape formation acts." When there is proposal of discussion about specific cityscape formation act, city decides discussion matter and policy of discussion after hearing opinion from Yokohama-shi city beauty measures council. Applicable acts are determined for each district, so please contact the person in charge of each district for details.

We can read contents of discussion in the following section window. In addition, a sign stating the contents of the consultation will be installed at the planned site until the construction is completed.

4 Creation of local landscape rules

We can limit use of building by city planning or building agreement. Please see rule comparison table (PDF: 133KB) of town about limit contents every rule.
(4-3)
Please refer to the page of "Rules for Towns to Create Together" for regional consensus building and drafting plans. Procedures vary from rule to rule, but for example, in the case of a landscape plan, it is stipulated by law and regulations to inspect the plan, receive a written opinion, and listen to the opinions of the Council for Urban Beauty Measures and the Council for City Planning. .
