About sewer self-financing construction

1 What is Sewerage Self-Construction?
Sewerage self-financing construction is a sewerage work performed mainly on public roads, assuming that a person other than the public sewer manager will take over to Motoichi as a public sewerage facility after receiving approval from the public sewer manager. Says
。 For example, if you build three new houses on the site of one existing house, you will need three mounting pipes. In this case, if one mounting pipe uses an existing mounting pipe, the remaining two will be newly installed at its own expense.
In addition, if the position of the existing mounting pipe is changed due to the layout of the building (removal of the existing mounting pipe and installing a new mounting pipe), it will be self-financing work.

2 About the constructor
In the case of performing sewer self-financing construction on roads managed by the country or for construction of installing sewer mains on city roads, general competitive bidding qualified person of Yokohama City to judge the economic and technical ability of the constructor ( Person who has bid qualification for construction, construction type: civil engineering). (Only until September 30, 2017, you can also select from suppliers that have been licensed by the Construction Business Law.)
But, about mounting pipe construction (except construction on national highway), we can select constructor from drainage designation construction shop which the mayor of sewer regulations Article 38 appointed.

4 Regarding application for approval
When performing sewer self-financing construction, you must submit an application for approval of public sewerage facility construction work to the Public Works Office of the relevant ward and obtain approval from the public sewer manager (The Mayor of Yokohama).

When newly connecting the mounting pipe to the sewer main maintained on the private road, please attach the construction consent form of the landowner [attached book: certified copy (copy), official map (copy)]) to the approval application .

5 About notification of start
When a person who has been issued a letter of approval must submit it to Public Works Office along with a schedule to registration form, starting construction of public sewerage facilities, etc.

6 Extension of construction period
If the construction period is to be extended for unavoidable reasons, it must be submitted to Public Works Office along with a schedule attached to the registration form extension of the construction period for public sewerage facilities.
The term "unavoidable reason" here is the following cases.
・When negotiations with local residents are difficult and construction is delayed
・When construction is delayed due to relocation, cutting, protection, etc. of underground buried objects, etc.
・When the construction method is changed due to an unexpected accident at the design stage, such as soft ground, spring water, etc., resulting in a change in construction method, etc., resulting in delay
・When construction is delayed due to natural disasters, land changes, etc.

7 Changes
If you are going to change the construction period for unavoidable reasons or change the facility contents at the time of application for approval, you must submit a change registration form to Public Works Office. Please consult with Public Works Office for attached documents.
In principle, the handling when changing the facility contents at the time of application for approval shall be as shown in the following table. However, please consult with Public Works Office in advance.

8 Regarding withdrawal
If the work has been canceled due to the applicant's convenience, please submit the withdrawal notice to the relevant Public Works Office with the original copy of the approval letter attached.

9 Completion Notification and Inspection
Within five days from the date of completion of the construction, the applicant must submit the registration form completed construction of public sewerage facilities to the Public Works Office in charge of jurisdiction and undergo a completion inspection.

After passing the completion inspection, a certificate of completion inspection will be issued to the applicant, and the city will take over free of charge. With the grant, it will be handed over to Motoichi as a public sewerage facility and will be listed in the public sewer ledger figure.
