1 What is sewerage self-financing construction?

Sewerage self-financing construction refers to sewerage works that are performed mainly on public roads at their own expense, assuming that a person other than the public sewerage manager will take over to Motoichi as a public sewerage facility after receiving approval from the public sewerage manager. I mean
。 For example, if you build three new houses on the site of one existing house, you will need three mounting pipes. In this case, if one mounting pipe uses an existing mounting pipe, the remaining two will be newly installed by self-financing work.
In addition, when changing the position of the existing mounting pipe due to the layout of the building (removal of the existing mounting pipe and installation of a new mounting pipe), it will also be at your own expense.

2 About constructor

In the case of performing sewerage self-financing construction on roads managed by the country or for construction to install sewerage mains on city roads, in order to judge the economic and technical capabilities of the constructor, general competitive bidding qualified persons in Yokohama City ( Please select a contractor from the contractors listed in the list of construction qualifications, construction type: civil engineering). (Only until September 30, 2017, it can also be selected from companies that have been licensed by the Construction Business Law.)
But, about installation pipe construction (except construction on national highway), we can select constructor from drainage designation construction shop which the mayor of the sewer regulations Article 38 appointed.

4. Application for Approval

When we carry out sewer self-financing construction, we must submit an application for approval of construction of public sewer facilities to Public Works Office of applicable ward before construction and receive approval of public sewer manager (The Mayor of Yokohama).

When newly connecting the mounting pipe to the sewer main maintained on the private road, please attach the landowner's construction consent form [attached book: registered copy (copy), official map (copy)] to the approval application. .

5 About notification of start

Those who have received the letter of approval must submit to Public Works Office along with the schedule to registration form when they start construction of public sewerage facilities.

6 Extension of construction period

If you wish to extend the construction period for unavoidable reasons, you must submit it to Public Works Office along with the schedule to registration form.
The "unavoidable reason" here is the following cases.
・When negotiations with local residents, etc. are difficult and construction is delayed
・When construction is delayed due to relocation, cutting, protection, etc. of underground buried objects
・When an unexpected accident occurs at the design stage, such as soft ground, spring water, etc., resulting in a change in construction method, etc., resulting in delay in construction work.
・When construction is delayed due to natural disasters, land changes, etc.

7. Changes

registration form must be submitted to Public Works Office if the construction period is changed for unavoidable reasons or the contents of the facilities at the time of application for approval is to be changed. Please consult with Public Works Office about attached documents.
In principle, the handling when changing the facility contents at the time of application for approval shall be as shown in the following table. However, please consult with Public Works Office in advance.

8 Withdrawal

If construction is canceled due to the circumstances of the applicant, please submit a notice of withdrawal to the competent Public Works Office after attaching the original form of approval.

9 Notification of completion and inspection

The applicant must submit a completed registration form to the competent Public Works Office within five days of the completion of the construction of public sewerage facilities and undergo a completion inspection.

After passing the completion inspection, a certificate of completion inspection is issued to the applicant, and Motoichi takes over free of charge. With the grant, we take over to Motoichi as public sewer facility and are listed in public sewer ledger figure.
