Tax payment certificate

1. Details of certification

Yokohama City issues the following tax payment certificates. Please check with the submission address in advance to see what kind of proof is required.

Taxes to be proved

  • Individual municipal tax, prefectural tax, forest environmental tax
  • Property taxes (land and houses, depreciable assets)
  • light motor vehicles tax (keijidosha-zei) (by type)
  • Corporate municipal tax
  • Office tax
  • City tobacco tax※
  • Bathing tax※
    ※If you need a tax payment certificate for city tobacco tax and bath tax,Finance Bureau Tax Administration DivisionPlease contact us for more information.

For taxes other than the above, please refer to "Tax Proof Certificate issued by Tax Office or Prefectural Tax Office".

Type of certification

  • Proof of tax payment
    Prove the amount to be paid, the amount paid, etc. that has been finalized.
  • light motor vehicles tax (keijidosha-zei) (by type) Tax payment certificate (for continuous inspection)
    Issued for vehicle inspection, name change, etc.
    ※light motor vehicles with three and four wheels.Light JNKSIn principle, it is not necessary to present a tax payment certificate at the continuous inspection counter.
  • Proof that has never been delinquent / Proof of non-payment
    It is issued for the purpose of applying for alcoholic beverage sales licenses, applying for certification of public interest corporations, etc., and applying for bid participation qualification.

We do not issue proof that there is no payment. Please check the required tax items and year, and apply for a normal tax payment certificate.

2. Fees

300 yen per case per tax per tax

  • light motor vehicles tax (keijidosha-zei) (by type) tax payment certificate (for continuous inspection) does not charge.

3. Application method

Online application

You can apply online using your My Number Card or Digital Certificate (only for the taxpayer).
The certificate will be sent to Address, where resident certificate is located within two days to one week after payment.

Application for mailing

Please mail required documents to the ward office, Tax Division Tax Receipt Section.
The certificate will be sent to Address, where the taxpayer is resident certificate.

  • If you are in a hurry or reliable receipt, please use express delivery or registered mail for mailing and return envelopes to ward offices.

    Please do not fill in the "Designated Recipient" and "Name" fields.
    Please send items that have an expiration date of one month or more.
    ※Fixed-amount exchange and ordinary exchanges are handled at Japan Post Bank and post office savings counters. A fee will be charged when purchasing. For more information, please contact us.
  3. Reply envelope
    Put a stamp and fill in the address (Address of the taxpayer). (Even if the power of attorney is enclosed, it cannot be sent to proxy/agent.)
    ※If you move out of Yokohama and move further after moving out of Yokohama, please enclose a certificate issued by a public office that shows the change of Address. (Example: copy of both sides of driver's license, etc.)
Return of light motor vehicles tax (keijidosha-zei) Tax Payment Certificate (for continuous inspection)

Only the light motor vehicles tax (keijidosha-zei) tax payment certificate (for continuous inspection) can be sent to Address in proxy/agent if you send the following documents.

  1. Application form
    If proxy/agent is a corporation, please seal the representative's seal on the application form.
  2. Power of Attorney (original) or copy of vehicle inspection certificate
    Please indicate the relevant vehicle number.
    ※In the case of vehicle inspection certificate that has been digitized, "Automobile Inspection Certificate Record Items" (paper medium, copy acceptable) is also required.
  3. Copy of proxy/agent's identity verification documents (not required for corporations)
  4. Reply envelope
    Please put a stamp and fill in the address (Address described in the document 3, Address described in the application form for corporations).

Billing Location and Time

Tax Division of each ward office in Yokohama City

From 8:45 a.m. to 5:00 p.m. on weekdays

  • It is not open on Saturday, Sunday, public holidays, holidays and New Year's holidays (from December 29 to January 3).
Administrative service corner

Weekdays: From 7:30 a.m. to 7 p.m.
Saturday and Sunday: From 9 a.m. to 5 p.m.
※Excludes public holidays and New Year holidays

  • Some Reception hours may not be issued immediately in the administrative service corner.
    In addition, taxes immediately after payment cannot be issued by confirming the receipt. Please wait until payment is confirmed, or please apply at ward office.

Corporate Governance

  • Application form(The seal of the representative registered as a corporation)
  • Identity verification documents
  • Documents proving that they are an employee (e.g., an employee ID card, health insurance card, etc. that clearly indicate the name of the corporation and the employee's last name).
    ※A business card cannot be used as a document certifying that employees are employees.
A relative of living together who makes a living together with the taxpayer applies

※A power of attorney is required if you are a separate household in resident certificate or if you are currently living outside Yokohama.
 In cases where it is difficult to estimate the delegation, the relatives of living together who make a living together will not be able to issue a certificate.

When the taxpayer's heir makes a claim

About each required documents

Tax Payment Certificate Application Form

Identity verification documents

Please present your identity verification documents with a face photo issued by the following public office to confirm the identity of the applicant.

  • My Number Card (Personal Number Card)
  • Driver's license
  • Passport (passport) or Basic Resident Register card with photo
  • Residence Card or Special Permanent Resident Certificate (alien registration certificate)

If you do not have these documents, you will be asked to confirm multiple identification documents such as the "Health Insurance Card and pension Notebook".
Copies will be made as necessary.
※Items with a fixed validity period are limited to those within the validity period.
※If you move out of Yokohama after moving out of Yokohama, you will need a certificate (my number card, driver's license, etc.) issued by a public office that shows the change of Address.

Power of Attorney

If proxy/agent makes a request on behalf of the principal, please submit a document such as a power of attorney.

  • The power of attorney must be prepared by the power of attorney. In the case of a corporation, please seal the representative of the corporation concerned.
  • When applying for a light motor vehicles tax (keijidosha-zei) (classification rate) tax payment certificate (for continuous inspection), you will be issued a vehicle inspection certificate (original or copy) of the relevant vehicle instead of a power of attorney.
    ※In the case of vehicle inspection certificate that has been digitized, "Automobile Inspection Certificate Record Items" (paper medium, copy acceptable) is also required.
  • The following applicant can omit the power of attorney.
    • Taxpayer, caretaker
      (If you cannot confirm the fact of the appointment in Yokohama City, you may need to submit or present a document that can confirm the fact.)
    • legal representative of bankruptcy trustee, caretaker, liquidator, etc.
      (If the fact cannot be confirmed in the public register, etc., a certificate of qualification proving that it is legal representative, a copy of the commercial register, etc. are required.)

4. Precautions

  1. Tax payment certificate can be issued after payment confirmation in Yokohama City.
    • If you pay at a financial institution or convenience store and need a tax payment certificate immediately, please present your receipt.
    • If you pay using the page, credit payment, smartphone payment, or local tax common tax payment system, it will take up to 3 open agency days to confirm payment. (You will not be able to issue it even if you show your usage statement or a financial institution's own payment confirmation screen.)
    • If you pay by fund transfer, it will take up to 9 open agency days for payment confirmation. (It cannot be issued even if you show the results of the passbook withdrawal.)
  2. If the Address or name entered in the application form cannot be confirmed in the ledger of Yokohama City, necessary confirmations may be made.
    • If the taxpayer moves out of Yokohama City and moves further, a certificate issued by a public office that shows the change of Address is required. (Example: copy of both sides of driver's license, etc.)
    • If you are applying for a person sharing fixed assets, you may need a copy of the registry that shows that you are co-owners.
  3. light motor vehicles tax (keijidosha-zei) (classification rate) tax payment certificate (for continuous inspection) cannot be issued if there is any unpaid tax in the light motor vehicles. (Except in cases where it is unavoidable due to a disaster, etc.)
  4. Depending on your request, you may not be able to issue a tax payment certificate to anyone other than yourself.
