Foreigners in Japan and Japanese nationals residing overseas

Foreigners also join National Pension Plan (Kokumin Nenkin).

As a general rule, all National Pension Plan (Kokumin Nenkin) members of Address in Japan who are between the ages of 20 and 60 are enrolled regardless of nationality. The registration procedure is at the ward office that has registered Address.
※However, foreigners will not be able to join National Pension Plan (Kokumin Nenkin) once Address disappears from Japan. In addition, the period of living abroad is not the total period of the basic retirement pension.

Those who have received naturalization or permanent residence permit

Foreign nationals who have been naturalized or permanent resident in Japan are between 20 and 60 years old, and the following period is the total period.

  1. During the period from April 1961 to December 1981 as a foreigner
  2. The period from April 1961 to the day before the date on which Japanese nationality was acquired.

There is a lump-sum withdrawal system for foreigners who have paid insurance premiums but have returned home without eligibility. If a foreigner who has paid National Pension Plan (Kokumin Nenkin) or has been enrolled in Employee Pension Plan (Kosei Nenkin) for at least six months and is unable to receive pension makes a claim within two years after leaving Japan, a lump-sum withdrawal will be paid. The procedure will be done by mail to the Japan pension Organization.

Social Security Agreement

The Social Security Agreement is intended to prevent double burden of insurance premiums by coordinating the pension plans to join between the two countries, and to ensure that Japan's enrollment period is considered as a period of enrollment in the pensionpension in that country. For details, please refer to the websites of the Japan pension Organization (external site) or the Ministry of Health, Labour and Welfare (external site).

When you move abroad, you can choose to stop National Pension Plan (Kokumin Nenkin) or continue to join voluntarily. This is different if you subscribe voluntarily.

If you are a Japanese nationals residing overseas (excluding No. 2 and No. 3 insured persons) between the ages of 20 and 65 and wish to voluntarily join, please submit a notification.

  • When there are relatives (cooperators such as parents, children, siblings, etc.) in Japan
    The relative will be the cooperator.
