About opinion about sum of reward of 1 city council member and amount of salary of the mayor and deputy mayor (report)

This council, on January 19, 2016, from the The Mayor of Yokohama, based on the provisions of Article 2-2 of the Yokohama City Special Staff Member Remuneration Council Ordinance (hereinafter referred to as the Ordinance). We were asked to hear opinions about the amount of remuneration and the amount of salary of the mayor and deputy mayor (hereinafter referred to as member of the Diet remuneration).
In response to this, the Council exchanged various opinions on the level of parliamentary remuneration.
Based on the fact that the cumulative salary revision rate for general employees since 2011 (hereinafter referred to as the cumulative revision rate) was minus 0.34%, etc., the committee discussed the following opinions as the main opinions Was issued.
・Mayor Since the cumulative revision amount multiplied by the cumulative revision rate is a small amount of about 4,000 yen, we think that it should be deferred.
・The cumulative revision rate is one factor to consider, but we believe that compensation for special jobs does not necessarily need to be the same standard as for general employees.
・We think that we should examine comprehensively including financial situation of city and what kind of measure we performed and what kind of result we achieved in future and think about revision.
As a result of the deliberations, this council concluded that the level of remuneration for members of the Diet should be "leaved".

About revision of sum of local allowance and salary of the mayor and deputy mayor with raising of local allowance of 2 general staff (report)

On the same day, from The Mayor of Yokohama, based on the provisions of Article 2 of the Ordinance, regarding the revision of the local allowance and salary of the mayor and deputy mayor from 2016 with the increase of local allowance for general staff to 16%, based on the provisions of the Ordinance Article 2, I received an inquiry.
Based on opinions from past councils and examples of reviews in other cities, the Council will revise the amount of local allowance and salary of the mayor and deputy mayor based on opinions from past councils and review cases in other cities.
① In order to raise the local allowance to 16% and keep the salary level including local allowances, reduce the amount of salary equivalent to the increase
②Raise the amount of salary equivalent to the local allowance in order to abolish the local allowance and keep the salary level unchanged
 We have considered two proposals.
After exchanging opinions on the local allowance of the mayor and the deputy mayor, considering the significance of the payment of the local allowance and the clarity for the citizens, "The local allowance of the mayor and the deputy mayor has been abolished, and the salary equivalent to the local allowance. Should be raised and unified. "

In response to these conclusions, we will report on the amount of salary for the mayor and deputy mayor as follows.
We believe that it is desirable that the revision will be implemented from April 2016.

[Revised amount]
Mayor's salary (monthly) 1,599,000 yen (Discontinuation of regional allowance)
Deputy Mayor's salary (monthly) 1,285,000 yen (local allowance abolition)

(Reference opinion)
In the abolition of the regional allowance, several committee members expressed the following opinions on the impact on retirement benefits.
・In order to maintain the current level of retirement allowance, it is appropriate to make necessary adjustments so that the retirement allowance does not increase with the abolition of the local allowance of the mayor and deputy mayor and the revision of the monthly salary.
