The conditions for participation satisfy either (1) or (2) and do not meet the restrictions of (3).
(1) Qualifications, etc. for a single company

(2) Application qualifications, etc. in the case of joint proposal

　(C) All joint proposers shall fall under all of the preceding paragraph (a) to c.
(3) Restrictions on Application
　　Those who fall under any of the following items may not be able to apply or participate as co-proposer.
　A. Relatives within the third degree of the Evaluation Committee.
　B. A person who belongs to a for-profit organization in which relatives within the third degree of the evaluation committee are presides, officers, or advisors.
