About specified production green space

When you come to the next agency, advance reservation is necessary from Yokohama-shi electronic application, report system.
Please note that if you come to the agency without advance reservation, we may not be able to respond.
Please check here for details on how to make a reservation.


After 30 years from the designation, the production green space can be converted to something other than farmland instead of being able to be transferred.
There will be no tax incentives such as inheritance tax and property tax.
For those who continue farming, the "Specific Production Green Space System" has been established.

There are the following conditions to receive the designation of a specific production green space.

What can be specified

○Those that are properly managed as farmland
○Agricultural land with a total of 300 m2 or more

Items that cannot be specified

X Those that are not currently cultivated and have no purpose to continue cultivation
× Workpieces such as warehouses and parking lots other than agricultural purposes are installed.


Items that can be specified depending on the conditions

△Agricultural land that is temporarily rested to restore land strength and avoid continuous cropping obstacles.
△Fallow land due to unavoidable reasons such as the cultivator's illness, injury, family care, inheritance, etc.
※ It is necessary to manage weeding so that cultivation can be resumed at any time during fallow.
△Buildings and construction crops such as warehouses and parking lots have been installed, which can be confirmed to be installed for agriculture on a daily basis.
△Even if the property is less than 300m2, a total of 300m2 or more can be secured as one location.


In 2024, we will carry out designated procedures for production green spaces designated in 1995 and 1996.
Production green tracts designated after 1997 will send information on designated procedures sequentially after 2025.

Acquisition of consent in case of unregistered

  • In order for the city to confirm ownership with a certified copy of the registry, if it is not registered immediately after inheritance occurs, please apply after registration completion.
  • If it is unavoidable, such as when registration is not completed by the submission period, the application will be accepted, but the consent of all legal heirs is required.
  • A large number of additional confirmation materials are required to determine who is the legal heir. In addition, if the heritage division consultation has been completed, the response will be different, so please contact the agricultural administration office for details.

If there is a change in the registration information after application

If the owner changes due to inheritance or a new mortgage is set after applying for a specified green space, be sure to contact Agricultural Policy Promotion Division. You may need to obtain new consent for the designation.

Submit by mail to the agricultural administration office that has jurisdiction over the production green space you own.
Due to the nature of the documents, it is recommended that you send them by registered mail.

Submission method

  • If you have more than one production green space, you can submit a copy of the second and subsequent attached documents.
  • If there is more than one person who has the right to one production green space, it is possible to submit it separately (however, the procedure will proceed smoothly if the submission time is adjusted).

We own production green tract of land, but notice of procedure about specific production green tract of land has not arrived.
A

There are two reasons for this.

  1. The designated procedure time for a specific production green space depends on the designated date of the production green space. Notifications are sent only for land where the procedure is approaching. Please contact the Agricultural Administration Office for confirmation of the designated date.
  2. If the name and address of the owner of the registered copy is not up to date, it will be returned to the city. If you haven't received it yet, please contact Agricultural Policy Promotion Division immediately.
Q
If I do not apply for the designation of a specific production green space, will the production green space be automatically canceled?
A

Only 30 years have passed since the designation of a production green space, and it does not automatically become a production green space.
After 30 years have passed, you will be able to make a purchase offer to Yokohama City at any time, and after the procedure of the purchase offer, restrictions on acts such as residential land development will be lifted, and the production green space will be abolished after the city planning change.

The inheritance tax deferral is applied to the production green space I own, but after 30 years have passed since the designation, will the tax deferral be canceled (whether payment is exempted)?
A

If you are subject to inheritance tax deferral for production green space, the use of lifelong farmland is a requirement of exemption. Even after 30 years have passed since the designation, payment of tax deferral is not exempted.
Please note that if a production green space is offered to purchase while the tax deferral is applied, the grace period will be fixed and payment including interest tax will be required.

I lost my notification of the procedure, what should I do?
A

You will be given a blank application form, consent form, and submission check form at the counter, so please make an advance reservation at the relevant agricultural administration office before coming.
