Forest land maintenance subsidy project (designation of green space conservation system is required)

Based on the Yokohama Green Up Plan, Yokohama City has implemented a system to subsidize a portion of the cost of maintaining and managing forest land in designated areas under the Green Area conservation System.
Acceptance of advance notice of 2024 was finished on Friday, September 13.
In addition, we will inform you of the subsidy for typhoon damage on this page.

Please note that the grant payment invoice cannot be submitted in electronic data, so please submit it by mail.

Forest land to be subsidized

This applies to forest land owned by you under the Green Space conservation System and meets the following conditions:

  • Special green space conservation area, suburban green space special conservation area, green space preservation area, headwater forest preservation area, district planning green space conservation area (areas subject to restrictions for conservation of green space specified in column 11 (i) of the Ordinance on Restrictions on Buildings, etc. in Areas of Yokohama City District Planning)
  • It must be a place where we are planning to work.
  • Regarding tree management and grassland management, the same lot number that has been subsidized in the past must have passed three years since the subsidy was received (for FY2024, the subsidy was received in FY2022 and FY2023 lot numbers are not eligible.)

Special green area conservation area: System under the Urban Green Space Law

Suburban Green Area Special conservation Area: System under the conservation Law on Green Areas near the Tokyo metropolitan area
Green area preservation area, headwater forest preservation area: System based on ordinances that create and nurture a green environment
District planning green space conservation area: The regulations about restrictions such as buildings in area of Yokohama-shi city planning

Maintenance work and work locations subject to the grant

It is assumed that the work is aimed at preserving the forest land well in the future.

Work and work locations to be subsidized

1.Cutting and pruning of dangerous trees and bamboo
  Work performed in the outer periphery of the forest area, or at places used for general use such as public roads inside the forest area, which fall under any of the following
 (1) The danger extends to places that are used for general use, such as public roads inside adjacent lands or forest areas.
  Trees and bamboos
 (2) Trees and bamboos that may fall down during stormy weather due to slope, death, etc.
 (3) Trees and bamboos where the growing ground is unstable and may cause landslides.
2 . Cutting and pruning of obstacle trees and bamboo
  Those that are performed around the forest area, or those that are performed at places that are used for general use, such as public roads inside the forest area, and fall under any of the following. However, (4) is applicable even if the adjacent land is a forest land.
 (1) Cross-borders to places that are used for general use, such as public roads inside adjacent lands or forest areas.
   Recognited Trees and Bamboo
 (2) It is necessary to secure traffic spaces for vehicles and pedestrians on public roads, etc., and to secure prospects at intersections.
   Trees and bamboos
 (3) Trees and bamboos that may be in contact with electric wires and telephone lines (those that the landowner is responsible for management)
 (4) Gets used for general use, such as adjacent land (including forest land) or public roads inside the forest land.
   Bamboos within 5m from the boundary that are invading or may invading places
3 . In addition, management for the purpose of reducing fallen leaves, securing sunshine, securing ventilation, and eliminating radio interference is excluded.

Removal and disposal of fallen trees and dead trees in the forest area

 Removal of fallen trees or bamboo that have already fallen or died in the forest area, or removal of trees and bamboo temporarily piled up inside the forest area, which falls under any of the following

  1. Dangerous areas that extend to places that are used for general use, such as public roads in adjacent lands or forest areas.
  2. Those that have trouble in managing to ensure the safety of forest land
Grassland management Mowing grass

 Within 5m from the boundary of places used for general use, such as public roads inside the forest area, or within the forest area, and falls under any of the following

  1. Areas where cross-borders are recognized to places that are used for general use, such as public roads inside adjacent lands or forests.
  2. Areas where visibility needs to be secured at anti-crime program reasons, intersections, etc.
  3. Areas that may cause danger or obstacles such as fire or illegal dumping
Installation of structures

Installation of fences to prevent illegal dumping
Installation of earth retaining

 Places where there is a risk of illegal dumping or sediment runoff in contact with adjacent land (including forest land) or public roads inside the forest land or other places that are used for general use.

  1. For fences, the visibility of green spaces can be ensured.
  2. Regarding the installation of earth retaining, the height from the installation surface to prevent sediment runoff shall be 60 cm or less and the top edge width shall be 20 cm or less. However, cliffs where the height from the ground surface exceeds 2m and the slope angle is 30 degrees or more, and there is a risk of damage to residential buildings are excluded.

"Outer periphery of forest area" means any of the following:

  • Of the land boundaries of the forest land, residential land and farmland owned by other than the subsidized company, and roads, etc., are affected by the forest land. However, in principle, land boundaries where forest land contact each other are not included.
  • Land boundary in contact with the "non-contract buffer zone" specified in the contract based on the Yokohama Green Space Conservation Project Implementation Guidelines and the Headwater Forest Conservation Project Implementation Guidelines.

Dangerous trees, etc. in the condominium management area are not covered in principle, but are eligible if there is a danger or obstacle on the promenade where the general public other than the condominium residents pass.

Expenses to be subsidized

  • Expenses required for the work to be subsidized
  • Expenses required for the removal, transportation and disposal of waste generated by the work covered by the subsidy

※Depending on the status of the applicant's final tax return, the consumption tax may not be eligible for the subsidy.

Grant amount

(1) In the case of tree management and grassland management
①Up to a maximum of 500,000 yen, the full amount of the target expenses will be subsidized. If the business cost exceeds 500,000 yen, half of the amount exceeding 500,000 yen will be subsidized.
  Example 1: If the project cost is 1 million yen, 750,000 yen will be subsidized, and 250,000 yen will be borne by the applicant.
  Example 2: If the project cost is 3.5 million yen, 2 million yen will be subsidized, and 1.5 million yen will be borne by the applicant.
②Forest land (lot number unit) subsidized in 2022 and 2023 is not eligible for the grant.

(2) In the case of installation of structures (fencing and retaining)
①Subsidize half of the target expenses.
②Forest land (lot number unit) that has been subsidized for fences and earth retaining in the past is not eligible for the subsidy.
※However, the installation of fences and earth retaining can be subsidized in another fiscal year (it is possible to receive fences subsidies in previous years and subsidies for earth retaining in another fiscal year).

※The upper limit of the grant amount is 2 million yen, and if you apply for (1) and (2) in the same fiscal year, it will be the sum of the applicable expenses.

  Example: When performing work of 2 million yen for tree management and installation of structures of 2 million yen
    × Tree management subsidy 1.25 million + structure subsidy 1 million yen = 2.25 million yen
    ○Maximum amount of grant = 2 million yen

※Earth retaining is intended for those with a height of 60cm or less and a top width of 20cm or less.

※Please confirm with the adjacent landowner about the boundaries of the land yourself.

Period of maintenance work

Work must be completed by the end of January 2025, and the performance report must be submitted by February 3, 2025.
This project will be subsidized by examination of documents and on-site confirmation. After you receive the grant decision letter, please work.
※If you work before the grant is decided, you will not be eligible for the grant.

Procedure of Grant

The procedure for granting is as follows.
The number of applications that can be submitted within the same fiscal year is one per person.

  • Multiple forest land can be combined into one case.
  • If there are multiple right holders on one lot number, only one person can apply.

1 Submission of prior notice

Submission period: From Monday, April 15, Reiwa 6 to Friday, September 13, Reiwa 6 Postmark valid

2 Submission of Grant Application

Acceptance period: From Monday, May 13, Reiwa 6 to Friday, October 18, Reiwa 6 Postmark valid (final submission deadline)
 ※The application period and submission deadline vary depending on the time of submission of the advance notice.

  • Documents for identity verification (copy of designated contract, etc.) ※If the applicant is an individual, submission is required. Details will be enclosed in the guidance for submitting the “Subsidy Grant Application Form” to be sent sequentially from mid-May. seal cannot be replaced with identity verification materials.
  • Nearby sketch
  • Floor plan
  • Photos of the site (see the work location and surroundings)
  • Work estimate (copy)
  • Tree List
  • Structural diagram (when applying for installation of structures) The structure and dimensions of the structure are known)
  • Certificate of entry (copy) (if the lot number to be applied is either the special green space conservation area, the suburban green space special conservation area or the district planning green space conservation area)

3 After a review by Yokohama City (implementation of on-site confirmation of documents, photos, etc.), send a notification of grant decision

We will examine the contents of the application and send you a notice of grant decision.
We will inform you in advance of the schedule for the on-site confirmation. Also, depending on the local situation, you may need to meet.

4 Implementation of maintenance work

Implementation period: From receipt of the notification of grant decision to end of January 2025
 ※If you work before the grant is decided, you will not be eligible for the grant.
 ※When changing the work content, be sure to contact the following contact information before work, as separate procedures may be required.
  If you change your work without contacting us, you may not be eligible for the grant.

5 Submission of performance reports

Submission deadline: Immediately after the completion of management work (final submission deadline: February 3, 2025)
 ※Please submit it in about 3 weeks after the end of the management work.

  • Balance sheet
  • Invoices or receipts of the contractor (copy)
  • Waste disposal slip (copy)
  • Photos that confirm the implementation of the work

6 Implementation of completion inspections by Yokohama City (documents, photos, etc. On-site confirmation if necessary)

7 Request for Grants

After the grant is finalized to the end of March 2025
