Green area preservation area

Green space preservation district is system to plan preservation of forest land by having landowner cooperate and designation about imminent forest land which forms lush cityscape and gives moisture and peace to citizen life. .
We designate approximately 213ha (as of April 1, 2024) in the city.

This applies to cohesive forest areas covered with canopies of more than 500 square meters in the urbanized area.

Land owners who own green space that meets standard and want to receive designation, please submit "green space preservation district designation application (consent) book" (PDF: 245KB) to the mayor.
City performs examination based on application and, if it conforms to standard, has you conclude green space preservation contract more than ten years between landowner and city (the mayor).
Cancellation during the contract is limited to public land use or unforeseen circumstances such as inheritance to the contractor.
When applying for a green space such as a condominium site, there are additional documents required.

• Property tax and city planning tax will be reduced.

However, in the following cases, a scholarship will be issued.

1. A green space preservation agreement was made by a representative of a landowner in apartment.
2. Land subject to property tax is land other than forest tax

If you renew at the end of the contract, you will be paid a lump-sum payment.
However, there is no lump-sum payment for land designated as a special green area conservation area or a protected forest.

The management of the contracted land must be managed so that the landowner himself maintains the current state of the green space.

If it is designated as a green space preservation area, the following development activities will not be possible.

• Installation of buildings and structures
• Development of residential land, reclamation of land, collection of debris, change of land characteristics
• The cutting of wood and bamboo and other acts that affect the conservation of the green area

However, you may perform normal forest management such as pruning and thinning.
In the event of a violation, you will be required to cancel the contract and designation based on the outline and pay a penalty.

The contractor of the green space preservation area needs consultation with the city when the following acts are going to perform the following acts, or when the following grounds occur.

1. When taking disaster prevention measures necessary for the preservation and management of land
2. When transferring ownership involving the succession of a green space preservation contract
3. In the event of unforeseen circumstances such as inheritance, making it difficult to continue the contract
4. When conducting a public business or setting up a structure pertaining to a public interest business, and it is difficult to fulfill its utility unless it is installed in the green space preservation area.
