Full exemption and partial payment

If the exemption applicant, his / her spouse, and head of household fall under any of the following conditions and it is difficult to pay insurance premiums, you will be exempted from paying all or part of the insurance premiums if you apply to the pension OrganizationNational Pension Plan Section and receive approval. In addition, electronic application using the minor portal is also possible. For details on electronic application, please see the Japan pension Organization website (outside site). ) 。
※Please note that partial payment is different from the full exemption, and if you do not pay the remaining premium, it will not be exempted and will be treated as unpaid. In addition, those who are subject to the special student payment exception cannot apply for full exemption or partial payment.
※You can apply retroactively for a period that has not passed two years from the payment deadline, but you will need to submit an application every year in order to review from July to June of the following year as one year.

  1. When the insured person or all other household members of the household are receiving assistance other than livelihood assistance under the Public Assistance Act or equivalent assistance (education, housing, medical care, livelihood, etc.)
  2. Persons with disabilities, widows, or single parents stipulated in the Local Tax Law, whose previous year's income is less than 1.35 million yen
  3. When a special disability benefit is paid by the Act on the Payment of Special Benefits to Specific Persons with Disabilities (If the person receiving the payment applies, the income of the spouse or head of household will not be subject to examination)
  4. When it is extremely difficult to pay insurance premiums and falls under any of the following conditions.
    • When the amount of damage is approximately one-half or more of the price of the property due to an earthquake, storm or flood, fire or other similar disaster in the year to which the application for exemption belongs or the previous year, etc.
    • When it is deemed difficult to pay insurance premiums due to unemployment in the year to which the application for exemption belongs or the previous year, etc.
    ※In the case of these reasons, it is necessary to attach a document that can clarify the fact at the time of application. If you are unemployed, you will need to attach a copy of employment insurance's Certificate of Eligibility for employment insurance, employment insurance's Certificate of Eligibility, or a turnover slip. In the past, we applied for exemptions due to reasons such as the same unemployment, bankruptcy, abolition of business (limited to those made after October 30, 2019) and attached documents that can confirm the fact of unemployment If you have ever done so, you do not need to attach it again.

What is required for application procedures

※If a proxy is applied, a power of attorney is required in principle.
However, family members (head of household, spouse, relatives of living together) can complete the procedure by bringing a personal identification card (my number card, driver's license, etc.) that can identify the person coming to the counter. is.

When the application is approved

As a general rule, you can apply for an exemption for a period from the time of application to two years and one month before, and from the time of application to the latest June in the future.
In addition, if a person who has been approved for the full exemption wishes to continue applying for the full exemption in the following fiscal year or later, it is considered that the application has been continued without having to apply again from the following fiscal year.

(1)Exemptions from earthquakes, storms and floods, fires and other similar disasters.
(2)Exemptions due to unemployment or suspension of business or abolition
(3)Exemptions due to receiving assistance other than livelihood assistance under the Public Assistance Act, etc.
In addition, the application procedure for partial payment is required every year. If you wish to continue, please apply again in July.
