Full exemption and partial payment

If the applicant, his / her spouse, and the head of household fall under any of the following and it is difficult to pay the premium, the application will be exempted from paying all or part of the insurance premium by applying to the Japan pensionNational Pension Plan Section. In addition, electronic application using the minor portal is also possible. For details on electronic application, please see the Japan pension Organization website (external site). ) 。
※Please note that partial payment is different from the full exemption, and if you do not pay the remaining premium, it will not be exempted and will be treated as unpaid. In addition, those who are eligible for the student payment exception cannot apply for full exemption or partial payment.
※You can apply retroactively for a period that has not passed two years from the deadline for paying insurance premiums, but you will need to submit an application every year in order to judge from July to June of the following year.

  1. When the insured person or all other household members of the household are receiving assistance other than livelihood assistance under the Livelihood Protection Act or equivalent assistance (education, housing, medical care, livelihood, etc.)
  2. When a person with a disability, widow or single parent as stipulated in the Local Tax Law and the previous year's income was 1.35 million yen or less
  3. When a special disability benefit is paid by the Act on Payment of Special Benefits to Specific Persons with Disabilities (If the person receiving the payment applies, the spouse or head of household will not be subject to examination)
  4. When it is extremely difficult to pay insurance premiums and falls under any of the following conditions:
    • When the amount of damage is approximately one-half or more of the property price due to an earthquake, storm or flood, fire or other similar disaster in the year to which the exemption is applied or the previous year.
    • When it is deemed difficult to pay insurance premiums due to unemployed in the year to which the exemption is applied or the previous year, etc., and it is deemed difficult to pay insurance premiums
    ※In the case of these reasons, it is necessary to attach a document that can clarify the fact at the time of application. If you are unemployed, you will need to attach a copy of employment insurance's "employment insurance Eligibility Certificate", "employment insurance Eligibility Notification" or "Employee Voucher". In addition, we applied for exemptions in the past due to the same unemployment, bankruptcy, abolition of business, etc. in the past (limited to those performed after October 30, 2019), and attached documents confirming the fact of unemployment If there is, you do not need to attach it again.

Necessary items for application procedures

  • Documents that can clarify my number card or basic pension number
  • Documents to prove it when applying in accordance with 4 above (see “*” above for attached documents at the time of application under 5).

※If a proxy is applied, a power of attorney is required in principle.
However, family members (head of household, spouse, relatives of living together) can carry out procedures by bringing identification of person coming to window (my number card, driver's license, etc.) .

When the application is approved

Exemption applications can be made, in principle, for the period from the time of application up to two years and one month before and from the time of application to the most recent June.
In addition, if a person who has been approved for the full exemption wishes to continue applying for a full exemption from the following fiscal year, it will be deemed that the application has been continued without having to apply again from the following year.
※However,
(1)Exemptions due to earthquakes, storms and floods, fires and other similar disasters
(2)Exemptions due to unemployment or business suspension or abolition
(3)Exemptions, etc. due to receiving assistance other than livelihood assistance under the Public Assistance Act
The application procedure for partial payment is required every year. If you wish to continue, please apply again in July.
