Special student payment system

At the age of 20, students must join National Pension Plan (Kokumin Nenkin) and, in principle, pay insurance premiums. However, in general, students often have no income, so a special student payment system has been established for paying insurance premiums.
The period approved as a special student payment exception will be handled as follows. (To apply, you need to apply at the ward office National Pension Plan Section. In addition, electronic application using the minor portal is also possible. For details on electronic application, please see the Japan pension Organization website (outside site). )

  1. If you claim a disability pension survivor's pension, it will be treated the same as the paid period.
  2. When claiming an old-age pension, it is included in the eligibility period (at least 10 years required) but is not reflected in the pension amount.
  3. You can pay insurance premiums up to 10 years later (for example, for April 2014, until the end of April 2024, this is called "additional payment"). "Additional payment" will be reflected in the pension amount of the basic retirement pension (from the third year onwards, the premium at that time will be added).

Students who are eligible for special student payment

The student payment exception applies to high school students, university students, or other students or students stipulated in the School Education Law, who fall under any of the following.

  1. When the student's income is less than or equal to the amount specified by a Cabinet Order, depending on the number of dependent relatives.
    ※The amount specified by a Cabinet Order will be 1.28 million yen if there are no dependent relatives (additional if there are dependent relatives, etc.)
  2. When the insured person or the person of the household is receiving assistance other than livelihood assistance under the Public Assistance Act or equivalent assistance (education, housing, medical assistance, etc.)
  3. Persons with disabilities, widows or single parents stipulated in the Local Tax Law and whose annual income is less than 1.35 million yen
  4. In cases where it is extremely difficult to pay insurance premiums due to natural disasters or other reasons specified by an Ordinance of the Ministry of Health and Welfare

In April 2005, the scope of schools has been expanded to include a number of schools that have been individually specified by Ordinance of the Ministry of Health, Labour and Welfare (limited to those who have been enrolled in a course of one year or more). 。
In addition, those who are overseas universities located in Japan and are enrolled in courses designated individually by the Minister of Education, Culture, Sports, Science and Technology are also eligible.

If you do not pay without proceeding…

  1. If you remain ill or injured, you will not be able to receive Disability Basic Pension.
  2. If two years have passed without payment, you will not be able to pay due to prescription.

Necessary for procedures

  1. Student ID card (copiable)
  2. Documents showing my number card or basic pension number
  3. If you become a student after retiring from a company, etc. and it is difficult to pay insurance premiums due to reasons specified by Ordinance of the Ministry of Health and Welfare, you may need to apply for a special student payment for reasons such as the same Retirement (unemployed) in the past (limited to those made after October 30, 2019), and if there is no additional document attached to the Retirement (unemployed).

※If a proxy is applied, a power of attorney is required in principle.
However, if you are applying for a family member (head of household, spouse, or relatives of living together), you must bring a personal identification card (My Number Card, driver's license, etc.) that can identify the person coming to the counter.
