Special student payment system
Students are required to join National Pension Plan (Kokumin Nenkin) and, in principle, pay insurance premiums. However, in general, students often do not have income, so a special student payment system has been established for the payment of insurance premiums.
The period approved as a student payment exception will be handled as follows. (Applications must be made at the ward office National Pension Plan Section. In addition, electronic application using the minor portal is also possible. For details on electronic application, please see the Japan pension Organization website (external site). )
- When claiming a disability pension / survivor's pension, it will be treated the same as the paid period.
- When claiming an old-age pension, it is included in the “eligibility period (at least 10 years required)” but is not reflected in the pension amount.
- Premiums can be paid up to 10 years later (for example, April 2014, this is called "additional payment" until the end of April 2024). If you make "additional payment", it will be reflected in the pension amount of the basic retirement pension (after the third year, the premium at that time will be added).
Students who are eligible for the student payment exception
The student payment exception applies to high school students, university students, or other students or students as stipulated in the School Education Law, and fall under any of the following.
- When the student's income is equal to or less than the amount specified by a Cabinet Order, depending on the number of dependent relatives, etc.
※The amount specified by a Cabinet Order will be 1.28 million yen if there is no dependent relative (additional if there are dependent relatives). - When the insured person or the person in the household is receiving assistance other than livelihood assistance under the Livelihood Protection Act or equivalent assistance (education, housing, medical care, etc.)
- When a disabled person, widow or single parent as stipulated in the Local Tax Law and whose annual income is 1.35 million yen or less
- In cases where it is extremely difficult to pay insurance premiums due to natural disasters or other reasons specified by the Ministry of Health and Welfare Ordinance
Until now, various schools covered by this system were limited to some schools individually specified by Ordinance of the Ministry of Health, Labour and Welfare, but the scope of various schools has been expanded since April 2005 (limited to those who have been enrolled in a course of one year or more.) 。
In addition, those who are enrolled in courses individually designated by the Minister of Education, Culture, Sports, Science and Technology are also eligible.
If you don't pay without any procedures…
- If you remain disabled due to illness or injury, you will not be able to receive Disability Basic Pension.
- If you have not paid for two years, you will not be able to pay due to prescription.
Necessary items for procedures
- Student ID card (copies are acceptable)
- Documents that show my number card or basic pension number
- If you become a student after retiring from a company, etc., and it is difficult to pay insurance premiums due to falls under the grounds specified by the Ordinance of the Ministry of Health, Labor and Welfare, a document that shows the reason (for example, if you have applied for a special case (limited to those made after October 30, 2019) and have attached documents confirming that you have lost Retirement (unemployment), you do not need to attachRetirement again.)
※If a proxy is applied, a power of attorney is required in principle.
However, if a family member (head of household, spouse, relatives of living together) is applying, bring a personal identification card (my number card, driver's license, etc.) that can identify the person coming to the counter. The procedure is possible.
