1 3 Steps of the free procedure

①Facilities that have received "confirmation" of facilities eligible for free of charge from municipalities
     List of facilities eligible for free early childhood education and childcare (Yokohama City)
②When used by a child who has been certified for benefits
     About certification of the need for childcare
③The municipalities provide the benefits upon request from parents.

 However, with regard to the usage fee for the month when using the facilities and businesses listed below, the facility and business will charge the usage fee for the facilities, etc. on behalf of the guardian, so there is no need to request from the guardian.
・Educational part of kindergarten and special support school kindergarten
・Yokohama-shi private kindergarten custody childcare assistance business (city-type custody childcare)
・Children in Yokohama Nursery Room who are exempt from tax in the 0-2 year old class
・Tax-exempt households using the year-limited childcare business
・Those who have received a reduction in costs in the Yokohama City Temporary Childcare Business, Holiday Temporary Childcare Business, and 24-hour Emergency Childcare Business
・Those who have received a reduction in costs in the sick childcare business and post-sick childcare business

※※Attention※※

Non-licensed childcare facilities that do not meet the standards for guidance and supervision of non-licensed childcare facilities are not originally eligible for free of charge, but for five years (until the end of September 2024) after the start of free-of-charge facilities, facilities are subject to free-of-charge if notified to prefectures.

 From October 2024, non-licensed childcare facilities that do not meet the standards may not be eligible for free of charge.

 Please check the list of facilities eligible for free early childhood education and childcare (Yokohama City) to see if the facilities you use meet the standards.

 If there is a description of "Yes" in the "Whether or not a certificate is issued based on an on-site survey", a certificate that meets the criteria has been issued.

2 Flow of Billings

①Parents pay usage fees to gardens and businesses

②Parents write their name, validity period, etc. on the certificate pertaining to the provision of specific children and child care support, and request the garden / business to create it.

③In response to the request of the guardian, the garden / company will write the contents of the provided support in the certificate pertaining to the provision of specific child / child care support, create it, and issue it to the guardian.

④Parents attach a certificate pertaining to the provision of specific children and child care support received from the garden / business to the invoice and apply for benefits to Yokohama City.
  Example When two facilities are used together, and when requesting from April to June
    One invoice + two certificates (for 3 months) pertaining to the provision of specific child and child care support
  ※Billings are accepted quarterly. Please refer to the following website for details.

⑤Yokohama City conducts an examination based on the request of the guardian and transfers the facility usage fee to the guardian's account.

※In the figure, the certificate pertaining to the provision of specific child and child care support is omitted in the provision certificate.

3. Necessary items for billing

The following documents are required for the request.
① Facility Usage Fee Grant Application Form and Invoice
② Certificate (provided certificate) pertaining to the provision of specific child and child care support
③ Bank name, branch name, account number, account holder (passbook, copy of cash card, screenshot of app and net account)

Please note that the style used for the usage fee grant application and invoice for facilities differs depending on the type of facility you are using.

About transfer destination of use costs such as facilities

In principle, the holder of the transfer account for the use of facilities, etc. will be a certified guardian.
If you wish to transfer funds to an account in a name other than a certified parent, you will need the signature seal of the certified parent in the delegation column in the form.
In the case of a format without a delegation column, please submit the following power of attorney and attach it to the facility usage fee grant application and invoice.

※A power of attorney is not required for the form of the application form and invoice for the facility etc. currently described on the website because there is a delegation column in the form.
※Please be careful not to omit the power of attorney and the power of attorney in seal.

Notes on filling out the application form and invoice for facility usage fee grant

・Do not use vanishing ballpoint pens, correction fluids, correction tapes, or shachihata marks.
 The documents will be incomplete and you will need to resubmit.

・When making corrections, draw a double line on the correction and fill in the correct contents in the margin.

Certificate (provided certificate) pertaining to the provision of specific child and child care support

 Please fill in the parent's name, certification period, etc. before making a request for the "certificate pertaining to the provision of specific children and child care support", and request the facility to create it.
 Required for each month and for each facility.
 There are one month's worth and three months' worth of style. Please choose according to your convenience.

※ The Yokohama Child Care Support System requires a "Aid Activity Report and Receipt" (for free application) instead of a certificate provided.
※ This certificate is created by the facility.
 If the contents of this certificate are created or modified without permission from the facility, you may be charged with criminal offenses.
 Please note that we will check with the facility if you have any doubts.

※This is a document attached to the user of the Yokohama Child Care Support System.

※For items before the billing month that can be used that did not meet the billing acceptance period, please apply as soon as the documents are ready regardless of the application period.
※If you do not meet by the last day of the billing acceptance period (postmark valid), the screening will be performed after the screening work within the application period, so the scheduled payment time will be delayed by several months.
※There are many cases where the postage stamp fee is insufficient and the billing period is not in time.
※For applications that require time to review, such as shortages, deficiencies, or the start or end of the certification period in the middle of the month, the payment will be delayed by one month or more from the scheduled payment date.
※The statute of limitations on the right to receive benefits for use of facilities is two years. If the statute of limitations is imminent, please apply as soon as the documents are ready regardless of the application period.

※The statute of limitations will take effect from the following month, two years after the billing month. Since the postmark date of the document is based on the postmark date, the acceptance date of the mail is important.
