This page is about home-visit type (so-called babysitter) non-licensed childcare facilities.

Due to the revision of the Child Welfare Law, from April 2015, it is mandatory to notify the prefectural governor (designated city is the mayor) when visiting infants' homes and conducting childcare business without obtaining approval. Was.
In addition, from April 2016, all businesses are required to submit a report regardless of whether they are corporations or individuals or the number of infants to be nursed per day.

Businesses (offices) that fall under any of the following are eligible for notification.
When there are more than one establishment in Yokohama-shi, report is necessary each.

(1) Being a company that visits the homes of infants and carries out childcare for infants without obtaining the approval of Article 34-15, Paragraph 2 of the Child Welfare Law
(2) Establish a business establishment necessary in Yokohama City to carry out the project. (If you are a sole proprietor and do not have a business establishment, you must live in Yokohama City.)
(3) One or more infants to be nursed per day.

1.Watching videos explaining the standards for guidance and supervision of non-licensed childcare facilities

Businesses that operate unlicensed childcare facilities, including babysitters, must comply with the government's “Non-licensed childcare facility guidance and supervision standards”. In addition to checking the materials, please watch the commentary video and understand the standards correctly, and then operate the business.

2. Attended the Fire and Disaster Management Agency of the Ministry of Internal Affairs and Communications, “First Aid WEB Training for the General Citizens”.

In case of an accident during childcare, it is mandatory to attend a critical emergency training course at least once a year. Please take the "First Aid WEB Training for the General Citizens" conducted by the Fire and Disaster Management Agency of the Ministry of Internal Affairs and Communications within one month after the start of the project, and take the completion test on the WEB. (If you take the completion test, you will be issued a certificate of attendance.)

3. Confirmation of compliance with the standards for guidance and supervision of non-licensed childcare facilities

4.Notification of Installation and Submission of required documents

Please submit the following documents to the Children and Families Support Division of the ward where the office is located (individual if you live) within one month after the start of the project.
(1) Notification of setting up non-approved childcare facilities and confirmation application for specific children and child care support facilities (home visit type) (Excel: 116KB)
(2) Copy of certificate of qualification and training completion certificate
(3) Copy of contract documents with the participating insurance company
(4) Self-check sheet ※See 3 above
(5) First Aid WEB Training Course Certificate ※See 2 above
(6) Business brochures, bookmarks, etc. (an HP screen where the business is posted is also acceptable)
(7) Other documents that are required to be submitted on the installation notification

1.Submission of grant application
Each installer submits a grant application.

2.Acceptance of delivery decision notice
Yokohama-shi sends grant decision (non-grant decision) letter of advice to each installer.

3.Submission of Performance Report and Invoice
After receiving the grant decision letter of advice, each installer reports the results to Yokohama City and charge the cost.

  • Submission deadline After completion of the project or the end of March 2023, whichever comes first.
  • When it is suspended or abolished in the middle of the fiscal year, please submit a performance report and bill to the city hall after submitting a notification to the ward office.

4.Acceptance of Amount Confirmation
Based on the submitted results report and bill, we will notify you of the subsidy amount that Yokohama City has decided.

5.Payment of grants
Yokohama City will pay a subsidy to each installer.
