In selecting unlicensed childcare facilities

Non-licensed childcare facilities are general terms for childcare facilities that have not been approved as child welfare facilities under the Child Welfare Law.

In order to establish and operate unlicensed childcare facilities, it is necessary to meet the “Standards for Guidance and Supervision of Non-licensed Childcare Facilities” notified by the government from the viewpoint of ensuring the safety of elementary school student and ensuring appropriate childcare standards. The city conducts on-site inspections once a year.

Childcare facilities are where children spend most of their time living, and depending on their environment and childcare content, may affect not only the safety and health of children but also the healthy development. When deciding on a childcare facility to leave your child, refer to "How to select a good childcare facility (Notice of the Child and Family Bureau, Ministry of Health and Welfare)", and actually visit the facility with your own eyes. Please check the contents.

In addition, the installers of the facilities subject to notification are required to submit the following “posting of service contents” and “writing of contract contents”, so please refer to these facts.

Posting of service contents

It is mandatory to post the contents of the service provided in a place that is easy for users to see.

・Name or name of the installer and name of the manager of the facility

・Scale and structure of buildings and other facilities

・Name and location of the facility

・Date of commencement of business

・Open hours

・Matters concerning the content of the services to be provided and the amount to be paid by the user for the provision of the services, and the amount to be paid by the user.
If any of these changes have been made, the content of the most recent changes and the reason therefor.

・Number of employees

・Number of nursery teachers and other staff assigned or their schedule

・Status of attendance of training for installers and staff

・Type of insurance contract, insurance accident and amount of insurance contracted for infants to be nursed

・Name, location, and details of the affiliated medical institution

・How to respond in an emergency

・Emergency Measures

・Matters related to measures to prevent abuse

Document delivery of contract details

It is mandatory to provide documents to users for the following contents.

・Name and address or name and location of the installer

・Matters concerning the amount to be paid by the user for the provision of such services

・Name and location of the facility

・Name and address of the facility manager

・Contents of services provided to the user

・Type of insurance contract, insurance accident and amount of insurance contracted for infants to be nursed

・Name, location, and details of the affiliated medical institution

・Name and contact information of the staff in charge of receiving complaints from users

※In the case of adding a meal fee, enrollment fee, cancellation fee, etc. in addition to the usage fee for the service in advance, the fee shall be clearly indicated to the user in a delivery document.

Guidance and supervision of facilities

"Certificates" are issued to facilities subject to notification that meet all of the "Non-licensed Childcare Facility Guidance and Supervision Standards". (Please contact each facility for the latest certificate issuance status.)
