Overseas Election System

This system allows even Japanese residents residing abroad to vote in Japanese national elections (general election for the lower house, ordinary election for the upper house, ordinary election for the upper house, and the national review of the Supreme Court Judge) by registering in the overseas electoral list.
You can vote at diplomatic missions abroad (embassy or consulates) or by mail.

Application for registration in overseas electoral list

In order to vote, it is necessary to apply for registration in the overseas electoral list in advance and receive a foreign electoral card.
In order to be registered in the overseas electoral list, you must apply at the time of departure or a diplomatic mission abroad.

Eligibility for registration

  1. Must be at least 18 years old and have Japanese nationality
  2. Those who have submitted a transfer notification outside of Japan and must be registered in the Kohoku Ward electoral list

Application method

The applicant or the person entrusted by the applicant must bring the following documents and apply to the Kohoku Ward Election Commission.

  • Application for registration and transfer of overseas electoral list
  • Passport (Passports)
  • If the person entrusted by the applicant submits the application, the following two points in addition to the above.
    • Application form from the applicant (signature field is self-written by the applicant)
    • Documents that can verify the identity of the person entrusted by the applicant

Procedures required after travel

In order to register the overseas electoral list, it is necessary to have a Address outside of Japan, so please submit a resident registration to the diplomatic mission abroad under Article 16 of the Passport Act.

Application method

The applicant or his / her family member of the living together must apply directly to the counter of the diplomatic mission abroad (the embassy or consulate-general in charge of Address).

Overseas Electoral Card

When you are registered in the overseas electoral list, you will be issued an "overseas electoral card" from the municipal election committee of the registration destination via the diplomatic mission abroad for which registration was made.
Please keep this "overseas electoral card" in a safe place, as it will be required for overseas voting.

Voting for diplomatic missions abroad

This is a method of going to a diplomatic mission abroad (embassy or consulate general) where the voting entry place is set up, present your overseas electoral card and passport to vote.

The voting period and time are, in principle, from 9:30 am to 5:00 pm from the day after the announcement date (notification date) of the election to six days before the election date. (Voting period and time vary depending on the location of the voting, so please contact each diplomatic mission abroad.)

Postal voting

Enclose the overseas electoral card with the Election Administration Committee of the registered place of the overseas electoral list, request a ballot paper by mail, fill out the ballot paper etc. after grant, and then register the Election Administration Committee of the registration destination again It is a method of mailing to

Voting in Japan

If you return to Japan temporarily during the election or until you are registered in the domestic electoral list (three months after the creation of the resident certificate), you can vote in the same procedure as the domestic voting method. In addition, presentation of "overseas electoral card" is necessary for both methods.

(1) Voting on the day

On the day of voting, we vote in polling place of designated overseas election polling district. Kohoku Ward has designated the Kohoku Ward Office (17th voting district) as a polling place for overseas voting.

(2) Early vote

During the period from the day after the announcement date (notification date) of the election to the day before the election date, vote will be made at the early polling place designated by the Election Commission of the municipality. Kohoku Ward has designated Kohoku public hall (the ward office) as an early polling place for overseas voting.

(3) Absentee vote

Enclose the overseas electoral card with the Election Administration Committee of the registered place of the overseas electoral list, request a ballot paper by mail, and during the period from the announcement date (notification date) of the election to the day before the election date And vote in the Election Commission other than the registered place.
