Certification requirements

At present, please check the website (outside site) of the Small and Medium Enterprise Agency for financial institutions designated by the government.

You must meet all of the following requirements at the same time.

  1. There must be a business establishment in Yokohama City.
  2. Borrowings from designated financial institutions in the total borrowing balance from the target financial institution must be 10% or more.
  3. The latest borrowing balance from the designated financial institution (from the 1st of the month before the application month to the day before the application) has decreased by more than 10% compared to the previous year.
  4. The latest total borrowing balance from the target financial institution (from the 1st of the month before the application month to the day before the application) has decreased year on year.

※The target financial institutions are the following financial institutions.

  • All banks, shinkin banks, credit unions, credit unions, etc.
  • Insurance Companies
  • Japan Finance Corporation
  • Commerce and Industry Association Central Bank
  • Agricultural Cooperatives
  • Fishery Cooperatives

※Borrowings refer to bills borrowing, borrowing of certificates, and overdrafts, and do not apply to discounted bills and bonds.

  1. Documents (copying is acceptable) that can confirm the business situation in Yokohama city and the borrowing situation at the time of the latest report

    • Corporate
      • Certificate of all history items ※Up-to-date items within three months of issuance
      • The latest set of income tax returns
    • Sole proprietors
      • The latest set of blue tax return financial statements or a set of income tax returns (those that indicate that the tax office has accepted it based on receipt, e-mail details (in the case of electronic filing), etc.)

※Final income tax returns include all of the borrowings on the cover, balance sheet, profit and loss statement, “Breakdown on borrowings and interest paid” or “Cash statement on accounts”


  1. Balance certificate (both the latest and previous year are required for all eligible borrowers. A copy is acceptable.
    • If you pay off during the comparison period, you will need a zero balance certificate, a notice of repayment, etc.
    • It is necessary to unify the [current day] of the balance certificate on one day from the first day of the month before the application month to the day before the application date for both the latest and previous year.

How to apply

Applications are accepted at the counter. It is also possible to apply for a proxy by a financial institution.


Window application (reservation required)

  • Please make a reservation in advance from the window reservation application form, and tell us the "name (or company name)" of the reservation at the reception.
    ※We do not accept applications on the day. In addition, if you arrive at the counter after 15 minutes of reservation time, we will not be able to accept it.
  • In the case of an application for collective agency by a financial institutionList of agency applications (Excel: 70KB)(2 copies) Please bring it with you.
