・With the release of ALPS treated water into the ocean, Safety Net Guarantee No. 2 was launched for small and medium-sized enterprises and small businesses that have been directly or indirectly to a certain extent with business operators in foreign countries that are implementing measures to restrict imports of marine products from Japan, which are implemented by foreign governments such as China, and are expected to decrease certain sales. Accreditation requirements

About current designated matter, please confirm web page (outside site) of Small and Medium Enterprise Agency.

You must meet all of the following requirements at the same time.

  1. There must be a business establishment in Yokohama City.
  2. A small and medium-sized business that directly or indirectly with a business operator pertaining to a designated project in the country, and the “business (direct transaction)” or “a chain of indirect transactions with the business operator (indirect transaction)” must be 20% or more of all transactions.
  3. Sales, sales volume, etc. (hereinafter referred to as “sales, etc.”) for the last month have decreased by more than 10% compared to the same month last year since the date on which the business activities by the business operator were started, and sales for the next three months, including the next two months, are expected to decrease by more than 10% year-on-year.

  1. Documents (copies are acceptable) that can confirm the actual business situation in Yokohama City

    • Corporate: Certificate of all history items ※The latest version within three months of issuance
    • Sole proprietorships: The first page of the latest blue tax return financial statements or Table 1 of the income tax return B (those that can be seen at the tax office based on receipt, e-mail details (in the case of electronic filing), etc.)
      ※If the above documents cannot be confirmed in the city with the above documents, lease agreement is also required.
  2. Confirmation of transaction dependencies and net sales
  3. Certification Application Form

Application method

It is recommended that you apply for a financial institution. Please ask the financial institution that provides consultation on loans.


Window application (reservation required)

  • Please make a reservation in advance from the window reservation application form, and tell us your "name (or company name)" at the reception.
    ※We do not accept reservations on the day. In addition, if you arrive at the counter more than 15 minutes after the reservation time, we will not be able to accept it.
