・Safety Net Guarantee No. 2 was launched as a cash flow support measure for small and medium-sized businesses and small businesses affected by the suspension of production at Daihatsu Motor. (Announced by the Official Gazette on January 26, 2024)

・Safety Net Guarantee No. 2 was launched for small and medium-sized enterprises and small businesses that are directly or indirectly engaged in certain degree of transactions with foreign businesses that are subject to import restrictions on marine products from Japan implemented by foreign governments such as China and are expected to decrease certain sales. Certification requirements

Please refer to the website (outside site) of the Small and Medium Enterprise Agency for current designated projects.

You must meet all of the following requirements at the same time.

  1. There must be a business establishment in Yokohama City.
  2. Small and medium-sized enterprises that directly or indirectly trade with the business operator pertaining to the designated project of the country, and "the business operator (direct transaction)" or "the chain of indirect transactions with the business operator (indirect transaction)" The size of the transaction with a business operator (indirect transaction) "is 20% or more of all transactions.
  3. Sales, sales volume, etc. (hereinafter referred to as “sales, etc.”) for the last month have decreased by more than 10% compared to the same month last year since the date on which the restrictions on business activities by the business concerned were started, and thereafter Sales for the three months, including the two months, are expected to decrease by more than 10% year-on-year.

  1. Documents that can confirm the actual status of business in Yokohama City (copying is acceptable)

    • Corporate: Certificate of all history items ※Up-to-date items within three months of issuance
    • Sole proprietor: Page 1 of the latest blue tax return financial statements or Table 1 of income tax return B (those that indicate that the tax has been accepted by the tax office based on receipt, e-mail details (in the case of electronic filing), etc.)
      ※If the above documents cannot confirm the actual business situation in the city, lease agreement etc. will also be required.
  2. Transaction dependency confirmation and net sales statement

  3. Application for Certification

Application method

We recommend that you apply for a proxy by a financial institution. Please ask the financial institution that provides consultation on loans.


Window application (reservation required)

  • Please make a reservation in advance from the window reservation application form, and tell us the "name (or company name)" of the reservation at the reception.
    ※We do not accept applications on the day. In addition, if you arrive at the counter after 15 minutes of reservation time, we will not be able to accept it.
