・From December 2024, the application style and application method of Safety Net Guarantee No. 4 have been changed.
[Main changes]
 Submission of a statement of sales and proofs (monthly trial balance, corporate business overview description, sales ledger, etc.) is now mandatory.

・The western part of Kanagawa Prefecture has been designated as the designated area of Safety Net Guarantee No. 4 pertaining to the disaster associated with Typhoon No. 10 in 2024 (notified on September 24).
・Safety Net Guarantee No. 4 pertaining to the 2024 Noto Peninsula Earthquake has been designated (announced on January 12).

Certification requirements

Small and medium-sized enterprises whose sales are decreasing due to the occurrence of catastrophic disasters (natural disasters, etc.)

At present, please refer to the website (outside site) of the Small and Medium Enterprise Agency for sudden disasters designated by the country and their areas.

You must meet all of the following requirements at the same time.

  1. There must be a business establishment in Yokohama City.
  2. After being affected by the disaster related to the project due to the occurrence of a catastrophic disaster designated by the government, in principle, "3 months including the last month (* 1)" and the next two months The sales for the month are expected to decrease by more than 20% compared to the same month and synchronization immediately before the sudden disaster (* 2).

※1 The month before or two months before the application month.
※2 Founders who have no track record in the previous year or businesses that have expanded their business, such as increasing the number of stores since the same period immediately before being affected by a sudden disaster (natural disaster, etc.) may also be eligible for certification. (About applications for founders, etc.).

1.Documents that can confirm the actual status of business in Yokohama City (copying is acceptable)

  • Corporate: Certificate of all history items ※Up-to-date items within three months of issuance
  • Sole proprietor: The first page of the latest blue tax return financial statements or the first table of the income tax return (which can be seen as being accepted by the tax office based on receipt and e-mail details (in the case of electronic filing), etc.)

※If the above documents cannot confirm the actual business situation in the city, lease agreement etc. will also be required.

3. Certificates
 Materials that serve as the basis for the figures stated in the statement of sales (monthly trial balance, corporate business overview description, sales ledger, etc.)

How to apply

Applications are accepted at the counter. It is also possible to apply for a proxy by a financial institution.


Window application (reservation required)

  • Please make a reservation in advance from the window reservation application form, and tell us the "name (or company name)" of the reservation at the reception.
    ※We do not accept applications on the day. In addition, if you arrive at the counter after 15 minutes of reservation time, we will not be able to accept it.
  • In the case of an application for collective agency by a financial institutionList of agency applications (Excel: 70KB)(2 copies) Please bring it with you.

Target person

The following persons who are affected by sudden disasters (natural disasters) and have hindered management stability are eligible.

  • Businesses less than one year and one month
  • Businesses that have difficulty comparing simple sales in the previous year due to an increase in stores since the same period immediately before (previous year, etc.) affected by a sudden disaster (natural disaster).

Requirements to decrease sales: required documents

Requirements for sales decrease vary depending on whether or not sales are recorded before the occurrence of a catastrophe (natural catastrophe).

When there is a period during which sales are recorded prior to the occurrence of a disaster
Requirements to decrease sales

1 and 2 of the following requirements must be met at the same time.

  1. The sales (* 1) for the last month have decreased by more than 20% compared to the average monthly sales (* 2) immediately before the occurrence of a disaster.
  2. Sales for the last three months, including the last one month and the next two months, are expected to decrease by more than 20% compared to the sales for the three months immediately before the occurrence of a disaster.

※2 In principle, the average for the three months immediately before the occurrence of a disaster is assumed.
