Partial revision of firefighting laws and regulations concerning "all-area emission system carbon dioxide fire extinguishing equipment"
<Overview>
Total emission method ※In recent years, since fatal accidents related to carbon dioxide fire extinguishing equipment have occurred one after another, the fire laws and regulations on carbon dioxide fire extinguishing equipment have been revised to prevent the recurrence of accidents.
(promulgation: September 14, 2022, enforcement: April 1, 2023)
※Total emission method: A method of extinguishing a fire by releasing a fire extinguisher to the entire divided room.
<Main points of revision>
- Even in buildings that have already been installed, it is necessary to always conform to the latest standards for some standards.
※Click here for details. → For building personnel who have installed carbon dioxide fire extinguishing equipment - Inspection by a fire engineer or a qualified fire equipment inspection person was required.
- The following items have been added to the technical standards of equipment.
○Equipment related
①Installation of gas containers for start-up
②Installation of emergency stop devices
③In the case of an automatic starter, measures to start with two or more signals.
④Even in a facility where there are no people at all times, in the case of an automatic starter, an audio alarm device is installed by sound.
⑤Installation of closed valves that meet the standards set by the Commissioner of the Fire and Disaster Management Agency in the collective pipe or operation pipe
※①(4) to (4) are subject to new construction, extension or renovation, etc. after April 1, 2023, and measures are taken when installing carbon dioxide fire extinguishing equipment with a whole emission system.

※⑤For buildings that have already installed carbon dioxide fire extinguishing equipment with the entire emission system, measures must be taken by March 31, 2024.
○Maintenance and management
①When a person enters the protective compartment, the closing valve shall be closed, and in other cases, it shall be open.
②Provide signs that indicate the dangers of carbon dioxide, restrictions on access to protective areas, etc.
③When a person enters the protective compartment, the automatic manual switching device is. Keep it in a manual state.
④If a fire extinguisher is radiated, maintain it so that no one enters the protective compartment until the fire extinguisher is discharged.
⑤Provide a book near the control panel that specifies the structure, construction, maintenance, and measures for inspection. - Notification of closing valve standards for mandatory installation has been enacted.
