Partial revision of the Fire Service Law Concerning the "Elementary Carbon dioxide Fire extinguishing equipment with the Whole Whole Release Method"

<Overview>

Whole discharge method ※Since the number of fatal accidents related to carbon dioxide fire extinguishing equipment have occurred one after another in recent years, fire laws and regulations on carbon dioxide fire extinguishing equipment have been revised to prevent recurrence of accidents.
(Promulgation: September 14, 2022; Effective: April 1, 2023)
※Whole discharge method: A method to extinguish a fire extinguishing agent into the entire partitioned room

<Main Revisions>

  1. Even in buildings that have already been installed, some standards need to always conform to the latest standards.

  2. Inspection by a fire engineer or a fire equipment inspection qualified person is required.
  3. The following items have been added to the technical standards of equipment.
    ○Equipment related
     ①Installation of gas containers for start-up
     ②Installation of emergency stop equipment
     ③In the case of an automatic startup device, measures to start with two or more signals
     ④Even in facilities where there are no people at all times, in the case of an automatic startup device, a sound alarm device by voice is installed.
     ⑤Installing valves that meet the standards set by the Fire and Disaster Management Commissioner shall be installed in the collective pipe or operation pipe.
    ※①(4) Measures will be taken when new construction, extension or renovation will be carried out after April 1, 2023, and installation of carbon dioxide fire extinguishing equipment with the entire area release method.
     You will need it.
    ※⑤Even buildings that have already installed carbon dioxide fire extinguishing equipment with the entire area release method will need to take measures by March 31, 2024.
    ○Maintenance and management
     ①When a person enters the protective area, the closed valve should be closed, and in other cases, open state.
     ②Provide signs indicating the danger of carbon dioxide and restrictions on access to protective parcels.
     ③When a person enters the protective area, the automatic manual switching device is required. Keep it in a manual state.
     ④If a fire extinguisher is radiated, keep no one in the protective area until the fire extinguishing agent is discharged.
     ⑤A book must be provided near the control panel that specifies the structure of the equipment, construction, maintenance, and inspection measures.
  4. Notification of the standards for closing valves that require installation has been established.
    ※Regarding the standard of closing valve, it is necessary to install a closed valve that conforms to the standard "in carbon dioxide fire extinguishing equipment! (PDF: 525KB) ".
