Q5-2 Is it possible for the government to stop development?

"The prefectural governor must give permission if he / she finds that he / she conforms to the standards and that the application procedure does not violate the provisions of laws and regulations when he / she applies for development permission." Because it is stipulated (Article 33 of the Act), the government cannot stop permission by its will.
