Q5-2 Is it possible for the government to stop development?

"The prefectural governor must give permission if there is an application for a development permit and finds that the application procedure does not violate the provisions of laws and regulations." Because it is stipulated (Article 33 of the Act), the government cannot stop permission by its will.
