The development permit system divides urban planning areas into urbanization areas and urbanization adjustment areas in order to prevent disorderly urbanization, guarantee healthy and cultural life for residents, and ensure functional economic activities. This refers to a system in the City Planning Act (outside site) established to ensure that urbanization is planned step by step and systematically (drawing).
