Q1-3 Is the site division a development activity?

It does not correspond to development activities if it is merely division of the site, such as a shared brush on a public map, but it may fall under development activities if cuts or embankments are accompanied.
In addition, as interpreting standards have been established and operated for "development activities" and "development areas", so please bring materials such as drawings and consult directly with the contact person in charge of permission.
