The necessity of a development permit is not determined by the area of the land, but by the presence or absence of development activities (changes in land parcels, shapes or quality), so first check for development activities.
In addition, if you submit a prior consultation form (PDF: 11KB) to the person in charge of permission in advance regarding the necessity of a development permit, the processing will be carried out smoothly if there is any doubt at the time of building confirmation application.
