Background of the enactment of the Construction Recycling Law
In recent years, the amount of waste generated has increased, and problems related to waste disposal, such as tightness of waste in landfill and improper disposal of waste, have become more serious. Concrete lumps, asphalt and concrete lumps, and construction waste generated during construction work accounts for approximately 20% of the total amount of industrial waste discharged and final disposal (fiscal 2001), and accounted for about 60% of illegal dumping (fiscal 2002). In addition, buildings in the 1940s have reached the renewal period, and the amount of construction waste is expected to increase in the future. As a solution, the Construction Recycling Law was enacted in May 2000 in order to recycle and reuse these wastes from the viewpoint of ensuring effective use of resources.

Outline of the Construction Recycling Law
The Construction Recycling Law (official name "Law Concerning the Recycling of Materials Related to Construction Work") was fully enforced on May 30, 2002. Under this law, "separate dismantling, etc." and "recycling, etc." are required for specific construction materials, and in order to ensure proper implementation, prior notification of construction by the ordering party or independent builder and demolition contractors A system for registration system, explanation and reporting between ordering parties and contractors, contract procedures, etc. has been developed.
Construction work subject to the Construction Recycling Law
For demolition work pertaining to buildings, etc. using specified construction materials or new construction work that uses those materials for their construction, and whose scale is greater than the standard, the ordering party or independent builder must notify The Mayor of Yokohama about certain matters at least 7 days before the start of construction. In addition, if public institutions such as the national government do so, you will be notified.
What are specified construction materials?
The following four specified construction materials are specified by the Construction Recycling Law.
- Concrete
- Construction materials made up of concrete and iron
- Wood
- Asphalt concrete

Standards for the type and scale of construction work subject to the Construction Recycling Law
There are four standards for the types and scale of construction work subject to the Construction Recycling Law. In addition, please confirm in "judgment flow targeted for notification of Construction Recycling Law and supplementary materials" (PDF: 333KB) which described the details about whether it becomes target construction work.
- In the case of demolition work of buildings: Total floor area of 80 m2 or more
- In the case of new construction or extension of buildings: Total floor area of 500 m2 or more
- In the case of repair and remodeling of buildings (renovation, etc.) Contract amount of ¥100 million (including tax) or more
- In the case of construction related to other structures (civil engineering work, etc.): Contract amount of 5 million yen (including tax) or more
