About the Automobile Recycling Law

From January 1, 2005, the "Law Concerning the Recycling of End-of-Life Vehicles" (commonly known as the Automobile Recycling Law) was fully enforced. As a result, there are various obligations for automobile users and businesses handling automobiles.

1 To automobile users

You will be required to deposit a recycling fee when purchasing a new car. After that, if you sell it as a used car (such as trade-in), you can receive a recycling fee from the other party separately from the vehicle value amount.
If a car is scrapped, please hand over the used car (disused car) to the company that registered the collection business.

2 To automobile-related businesses in Yokohama City

When dealing with end-of-life vehicles, registration or permission with each local government is required depending on the business content. In addition, in order to remove reused parts etc. from end-of-life vehicles, permission for dismantling is required even when performing individually.

(1) About application procedures such as registration and permission
Permission is required after registration to the mayor for each type of business or prior consultation. After that, you will be able to perform your business after registering as a business in the "Automobile Recycling System".
Click on the target industry for guidance on registration and permission for business and downloading forms (Microsoft Word format or PDF file format) such as applications.
In addition, it is illegal to conduct business related to the Automobile Recycling Law without registration and permission. Please see the list of penalties (PDF: 117KB) for detailed penalties.

Pick-up businessRegistration system (updated every 5 years)
Upon receiving a request to dispose of the car, the collection company confirms the deposit of the recycling fee for the car, collects it as a "used car" from the user, and issues a certificate to the user that it has been collected.
Check the equipment status of CFCs and airbags, report the information to the automobile recycling system, and hand it over to CFC collection companies or dismantling companies. After that, it will notify the user of the fact that it has been dismantled.
CFC Recovery BusinessRegistration system (updated every 5 years)
CFCs are collected from air conditioners, handed over to automobile manufacturers, and used vehicles are handed over to dismantling companies.
※Regarding the collection of refrigerant CFCs from air conditioners for automobiles in use, appropriate handling in accordance with the "Ministerial Ordinance that stipulates standards for collection and transportation of CFCs when maintenance of vehicles equipped with Type 2 specific products" please. In this case, there is no need to apply for the CFC collection business.
DemolitionPermit system (updated every 5 years)
We collect tires, batteries, etc. and recycle them or properly process them. Remove airbags and hand them over to the automaker.
Crushing businessPermit system (updated every 5 years)
Press, shear, etc. are used to collect metals, and shredder dust is handed over to automobile manufacturers.

(2) Information to the person in charge of registration, permission, etc.
In the case of registration (collection business, CFC collection business), prepare the necessary documents and come directly to the counter, or apply using the Yokohama City Electronic Application and Notification System (outside site). You will be required to pay the prescribed fee for the procedure.
In the case of permission (demolition / crushing business), prior consultation will be conducted, so if you are considering applying, please contact us by phone first.
