[Notice] For those who have specific animals
In January 2022, a bite accident by a specific animal occurred in Tochigi Prefecture.
In order to prevent accidents and escapes caused by specific animals, please conduct thorough daily inspections (confirm locking, check for damage to facilities, etc.).
Prior application is required to change the breeding facility at the time of specific animal breeding permission.
In addition, about identification measures such as increase or decrease in the number of breeding animals and microchips, it is necessary to report within 30 days after the start of breeding.
In principle, specific animals cannot be bred newly.
Under the Act on the Protection and Management of Animals, it is not possible in principle to breed and store animals (specific animals) that may harm human life, body or property.
Permission is required to breed and store specific animals for "exhibitions at zoos and similar facilities and other purposes specified by Ordinance of the Ministry of the Environment".
It is forbidden to breed or store specific animals (including their hybrids) for any other purpose (such as pet breeding).

When applying for a breeding and storage permit
1 In order to breed and store specific animals, the structure and scale of specific animal breeding facilities specified by an Ordinance of the Ministry of the Environment according to the type and nature of specific animals, the method of breeding or storage of specific animals, and specific animals It is necessary to set up a facility for breeding and storage that meets the standards for measures in the event that breeding or storage of animals becomes difficult, apply and require permission.

2 The validity period is 5 years from the date of permission.
Specific animals are animals that can lead to serious accidents, such as harming human life, in the unlikely event that they escape outside the facility. When breeding and storage, proper breeding management is required, such as posting signs in places that are easy to see from the outside and breeding in licensed facilities.

Notification of identification measures
A notification must be made within 30 days after the start of breeding that identification measures such as microchips have been taken.

Permission and notification of change
When changing breeding facilities or the number of breeding animals, please consult the Yokohama Animal Protection Center in advance.
Penalties
(1) If permission is obtained by improper means, or if the structure and scale of the facility and the storage method no longer conform to the standards, measures will be taken to revoke the permission.
(2) In the case of breeding or changing facilities without permission, penalties such as imprisonment for up to 6 months or a fine of up to 1,000,000 yen are stipulated by the Act on the Protection and Management of Animals.
Other (Notes)
(1) In the event of an emergency such as an earthquake or fire, take measures to prevent animals from missing.
In the event of an emergency, such as in the event of an escape, immediately report it to the Animal Protection Center and the police department, and try to capture it yourself.
(2) If a specific animal causes harm to a person, take appropriate first aid measures and take measures to prevent accidents again, and notify the Animal Protection Center by the day after you know the fact.
(3) Depending on the type of animal, permission from the "Law Concerning the Preservation of Endangered Wild Animal and Plant Species (Ministry of the Environment website (outside site))" may be required.
