[Notice] For those who have a specific animal

A bite accident involving a specific animal occurred in Tochigi Prefecture in January 2022.
In order to prevent accidents and escape by specific animals, please perform daily inspections (confirmation of locking, whether facilities are damaged, etc.).
Prior application is required to change the breeding facility at the time of the specific animal breeding permit.
In addition, notification must be made within 30 days after the start of breeding for changes in the number of breeding animals and identification measures such as microchips.

In principle, certain animals cannot be bred newly.

Under the Act on the Protection and Management of Animals, it is not possible to breed or store animals (specific animals) that may harm human life, body or property in principle.
Permission is required to breed and store specific animals for "exhibitions at zoos and other similar facilities and other purposes specified by Ordinance of the Ministry of the Environment".
It is forbidden to breed or store specific animals (including their hybrids) for any other purpose (such as pet breeding).

When applying for a permit for breeding and storage

1 In order to breed and store specific animals, the structure and scale of the specific animal breeding facility specified by the Ordinance of the Ministry of the Environment, the method of breeding or storing specific animals, and specific animals specified by the Ordinance of the Ministry of the Environment according to the type and nature of the specific animal, the method of breeding or storage of specific animals becomes difficult to breed or store, apply, and permission is required.

2 The validity period is 5 years from the date of permitting.
Specified animals are animals that can lead to serious accidents, such as harming human life if they escape outside the facility. When breeding and storing, proper breeding management is required, such as posting a sign in a place that is easy to see from the outside, and breeding in a licensed facility.

2 For each animal, it is necessary to obtain separate breeding and storage.
Example: When breeding and storing "boa controller" and "Amimeni squirrels"
16,000 yen x 2 animal species = 32,000 yen

  One copy of each animal species is required. Please fill in the form referring to "Remarks" on the back of the application form.
2 Documents showing that the applicant (in the case of a corporation, a corporation and its officers) does not fall under Article 27, Paragraph 1, Item 3 (a) to c (Attachment 1) (PDF: 84KB)
3 Name and address of officers (in the case of a corporation)
4 Drawing showing the structure and scale of the specified breeding facility
5 Photographs of specific breeding facilities
6 Schematic drawing near the specified breeding facility
7 Certificate pertaining to the identification number of microchips (birds can also be an annulus)

Notification of identification measures

Within 30 days after the start of breeding, a notification must be made that identification measures such as microchips have been taken.

Permission and notification of change

When you change breeding facilities or number of breeding animals, please talk with Yokohama-shi animal protection center beforehand.

Penalties

(1) If permission is obtained by improper means, or if the structure and scale of the facility and the method of storage no longer meet the standards, measures will be taken to revoke the permission will be taken.
(2) In the case of breeding or changing facilities without permission, the "Act on the Protection and Management of Animals" stipulates penalties such as imprisonment for up to 6 months or a fine of 1,000,000 yen or less.

Others (Notes)

(1) In the event of an emergency such as an earthquake or fire, take measures to prevent animals from escaping.
In the event of an emergency, such as when you escape, immediately notify the Animal Protection Center and police department, and try to capture yourself.
(2) If a specific animal harms a person, take appropriate first aid measures and take measures to prevent an accident from occurring again, and notify the Animal Protection Center by the day after you become aware of the fact.
(3) Depending on the type of animal, permission may be required by the "Law Concerning the Conservation of Endangered Wildlife and Plant Species (Ministry of the Environment website (outside site))" may be required.
