Odori Park District Planning Council Guidelines

We conducted an open call for opinions on the partial revision of the guidelines for community planning in the Odori Park area.
As a result, there was no submission of opinions, so we revised the guidelines with the content at the time of public opinion solicitation.
1 Purpose
Odori Park, the green axis of Yokohama City, is popular as a recreation and recreation area for citizens, and in order to serve as a safe evacuation route for disaster prevention in case of emergency, not only parks but also surrounding areas should be developed integrally. In addition, it is desirable to have a well-balanced arrangement of commercial and business facilities and housing in order to run a comfortable urban residence.
Also, in January 2020, the “Kannai Station Area Area Concept Plan” was formulated. In the area around Kannai Station, new town development with the theme of "international industry-academia collaboration" and "tourism and attracting customers" is being promoted.
Based on this background, in Yokohama City, we aim to create a green city and a comfortable urban area in the surrounding area of Odori Park, and in particular, we provide guidance on the following architectural plans in order to promote new town development based on the "Kannai Station Area Concept Plan" in areas surrounding Kannai Station.
2 Target Areas

3. Contents of discussion
(1) Conformance with the Kannai Station Area Concept Plan
In areas corresponding to the area around Kannai Station, please try to ensure that plans such as buildings are consistent with the "Kannai Station Area Area Concept Plan".
(2) Promotion of joint construction
In order to achieve proper land use, on small-scale and irregular sites, please cooperate with adjacent land as much as possible.
(3) Securing pedestrian spaces (retracting walls, etc.)

To create a comfortable space for pedestrians, secure an effective open space around the feet of the building by retreating the wall. (* Please refer to the consultation area map A for the retreat distance for each route.)

In order to secure pedestrian space, do not install structures etc. on the backed part of the wall, and minimize steps from the sidewalk as much as possible. However, in order to make the pedestrian space and open space attractive and moist space attractive, planting, etc. performed within a range that does not obstruct the pedestrian flow line may be installed by consultation.

Along the Odori Park, both sides of the former Horai Bridge and the former Chiaki Bridge are designated as wall lines with a width of 1.5 m and a height of 3.5 m based on the Building Standards Law.
(4) Use of buildings

In order to organically connect with the Isezakicho and other surrounding areas to create an environment where shopping and strolling can be enjoyed, the lower floors of the buildings facing the route shown in Diagram B are commercial facilities (restaurants, coffee shops, exhibition halls, theaters, etc.). However, this does not apply to single-family private houses.

Avoid applications that seem to harm morals.
(5) Maintenance of parking lots
When setting up a parking lot, in order to ensure the bustle of the surrounding area and the safety of pedestrians, in principle, do not provide the entrance of the parking lot on the side facing the route shown in the consultation area map B.
(6) Promotion of greening
In order to increase the greenery of the city center centered on Odori Park, please green the area around the building, the balconies and rooftops as much as possible.
(7) Landscape
Please keep in mind the following points in order to create a landscape suitable for Odori Park and to harmonize with others.

The base color of the wall of the building should be tea or white.

Advertisements should be harmonized with the design of the building, and rooftop advertising materials should be kept at a height of about one layer of the building.
