It is not clear why Ougai Mori is a lyricist. According to Ougai's diary, on March 21, 1909 (Meiji 42), proxy/agent Seijo Miyake of Nobukata Mitsuhashi of The Mayor of Yokohama visited Ougai and asked him to write lyrics for city songs.
