On October 25, 2024, we sent out a revised amount notice to those who are currently receiving Child Allowance and who have registered elementary school student in high school age as Calculation elementary school student or who have received a third child addition and whose payment amount changes without application.
On the other hand, for those who have applied for children of college age, notices will be sent out sequentially after the examination is completed. For this reason, the amount revision notice sent on October 25 may not include children of college age, etc., but the amount revision notice including children of college age etc. will be sent in November is.
I am very sorry that the lack of guidance caused me confusion.

To receive Child Allowance
In order to receive Child Allowance, you need to make a claim to your municipality.
The following persons, please submit an invoice to Yokohama City.
- Those who have newly raised elementary school student due to birth, marriage, etc.
- Those who have moved into Yokohama City from outside the city
- Those who have retired from public servants
- If the recipient moves out of the country alone and continues to have a spouse and elementary school student registered as a resident in Yokohama.
In addition to those who fall under the above, we may be able to receive Child Allowance, so please contact us if you have any questions.
※If you are a civil servant, your employer may be the billing address.
The payment of Child Allowance is from the month following the month in which the request for certification was made to the month in which the reason for the payment of Child Allowance disappears.
If you submit your invoice late, you will be unable to receive Child Allowance.
Those who can claim
Parents who are raising elementary school student can claim it. If both parents have income, please fill out the invoice with the higher income as the claimant.
Income is determined based on the income of the previous year from the application in May (for June).
Public servants
Public servants may be provided by your employer. For more information, please contact your office.

Using a minor portal (* 1) using a national My Number card, Yokohama City will be able to submit Child Allowance certification requests (* 2) by electronic application from December 1, 2019. .

Those who are eligible
Those who have newly raised elementary school student due to birth, marriage, etc.
If the current recipient is no longer in custody of elementary school student (the current recipient is normally required to provide supervision and protection for elementary school student's life), or if the recipient is no longer united in the livelihood of elementary school student with the current recipient, elementary school student will beelementary school student. You will need to submit a certified invoice to receive Child Allowance's payment, so please contact us if there is any change in elementary school student's custody status.

Fill out the certified invoice with required items and submit it to the ward office with required documents attached, or mail it to the City of Yokohama, Child and Youth Bureau Children's Family Division Allowance Payment Section.
What is required for billing
A copy of your insurance card is not required in principle.
Submission is omitted by referring to the Japan pension Organization, etc., using an information linkage system using the national information sharing network.
However, for members of various mutual aid unions (excluding private school teachers and staff mutual aid), a copy of the insurance card must be submitted as before.

If the claimant is separated from elementary school student
A separate “Separation Custody Petition (PDF: 160KB)” is required.
From Tuesday, May 1, 2018, information sharing through the My Number system eliminates the need for submission of resident certificate in elementary school student.
Separation custody is permitted only if the claimant is temporarily separated from elementary school student (domestic) due to reasons such as being transferred to a single person, studying at elementary school student, or recuperating, and intends to live again after the reason for separation disappears. Notes on Billing
- In the case of mailing request, the billing date is the day when the mail arrives at the "Child and Youth Bureau Children's Family Division Allowance Payment Section". Please note that it is not a postmark date.
- When bringing to the ward office, the day accepted at the ward office window will be the billing date (limited to the opening date).
- If Child Allowance's request for birth, transfer, etc. occurs at the end of the month and cannot be made within the month corresponding to the payment requirements due to unavoidable reasons, the allowance will be paid from the month following the date of birth or scheduled transfer of the previous Address.
<Example>
If elementary school student, which was born on March 31, submits a certified invoice on April 3, it will be deemed that the invoice was submitted in March to which the date of birth belongs and will be paid from April.
- Confirmation of arrival date when submitted by mail
- As a method to confirm that invoices have reached the Child and Youth Bureau Children's Family Division Allowance Payment Section, there are methods such as "special record mail" and "registered mail". - All expenses related to mailing, etc. will be borne by the claimant.
When the content of the notification changes
If the content of the report changes after certification (request) or after submitting the current status report, various reports are required. Article 26 of the Child Allowance Law
When notification is required (example)
Recipient's account change, name and Address change of recipient or elementary school student, change of child care status, change of joining pension, employment of spouse, Retirement
※You cannot change to a spouse or an account in the name of elementary school student.
If there is a change in the account registered as the recipient's recipient's Child Allowance recipient, or if there is a change in the name or Address of the recipient or elementary school student, it is necessary to submit a notification of change.
The recipient moved out of the city (overseas), and the recipient became a public servant.
If you lose your eligibility, such as when the recipient moves out of the city, you will need to submit a “Notification of Exclusion of Reason”.
In addition, if the recipient moves out of the country alone and the spouse and elementary school student continues to register as a resident of Yokohama receive Child Allowance, it is necessary to submit a certified invoice.

If there is a change in the status of custody with elementary school student, such as no longer raising elementary school student, a notification is required.
If the number of eligible elementary school student becomes 0, it is necessary to submit a notification of disappearance of the reason for receipt.
In addition, if at least one elementary school student eligible for payment remains, it is necessary to submit a revised amount (reduction) notification.
I separated from elementary school student
If the reason for separation from elementary school student is temporary, such as being transferred to a single person, studying at elementary school student, recuperation, etc., and if the living is the same as elementary school student after separation and you plan to live again after the reason for separation disappears, you may be eligible to continue to qualify for eligibility because it is judged that you are currently providing the necessary supervision and protection of your life in elementary school student even if you are separated. ※However, if you are divorced and separated, you will not be eligible.
If you continue to take care of the elementary school student after separation, you will be required to submit a separate custody petition. Please contact us for more information.
If you do not have custody of the elementary school student after separation and no other elementary school student eligible for payment, you will be required to submit a notice of disappearance of the reason for receipt.
If you do not have custody of the elementary school student after separation and there is at least one other elementary school student eligible for payment, you will be required to submit a revised amount.
The recipient died

If a recipient of Child Allowance dies, Child Allowance will lose its eligibility on the day of death. Those who take care of elementary school student on behalf of the deceased, such as spouses, must submit a certified invoice to receive Child Allowance. In addition, if there is a Child Allowance that has not yet been paid to the deceased, the elementary school student, which was covered by the Child Allowance, will be paid to the elementary school student.

Attention
- If you are moving out of the city, please submit a certified invoice to the place of transfer, and if you are a civil servant, please submit a new invoice to your office.
- Those who are newly eligible due to reasons for disappearance of the recipient, such as transference, death, marriage, divorce, arrest, etc., will need to request certification (or revision of the amount).
- If your bill is delayed, there may be a period during which you will not be able to receive it.
- If overpayment occurs due to delay in notification, you will be required to return the overpaid amount. Please proceed as soon as possible.
