Special Child Raising Allowance

In families with children with disabilities, you may be able to receive special Child Raising Allowance.

What kind of people can receive it?

Special Child Raising Allowance is available to those who have Address in Japan who care for elementary school student with mental, intellectual or physical disabilities (*) fathers, mothers, or parents who are raising their elementary school student on behalf of their parents.
※Consider the life of elementary school student and take care ofelementary school student in daily life.

But we cannot receive allowance when we correspond to any of the following.
①When elementary school student is in a child welfare facility
②When elementary school student is able to receive public pension such as Employee Pension Plan (Kosei Nenkin) because of disability

Are there any criteria for disability?

Class 1

1. The eyesight of both eyes is 0.03 or less, respectively.
2. SLR vision of a single eye is 0.04 and other eyes have a manual valve or less.
3. As a result of measurements using Goldman-type field of view, the sum of the peripheral field of view angles by I/4 coordinates of both eyes is 80 degrees or less, and the center field of view angle by I/2 is 28 degrees or less.
4. As a result of measurement using an automatic field of view, the number of open viewing points of both eyes is 70 or less and the number of double eye center field of view is 20 or less
5. A hearing level of both ears of 100 dB or more
6. Those with significant impairment in the function of both upper limbs
7. Those who lack all fingers of both upper limbs
8. Those with significant impairment in the functioning of all fingers in both upper limbs
9. Those with significant impairment in the function of both lower limbs
10.Those who lack both lower limbs with ankle joints or more
11.Those with disabilities that cannot sit or cannot stand up in the function of the trunk
12.In addition to 1 to 11, the condition in which the physical function disorder or a condition requiring long-term rest is recognized as equal to or greater than 1 to 11, and it is not possible to speak for daily life
13.Mental disorders that are recognized as equal to or higher than 1 to 12
14.A disorder of physical function or a medical condition or mental disorder overlap, and the condition is recognized as equal to or greater than 1 to 12

Level 2

1. Visual acuity of both eyes is 0.07 or less, respectively.
2. Single eye eyesight of 0.08 and other eyesight of a manual valve or less
3. As a result of measurements using Goldman-type field of view, the sum of the peripheral field angles by I/4 visuals of both eyes is 80 degrees or less, and the center field of view angle by I/2 is 56 degrees or less.
4. As a result of measurement using an automatic field of view, the number of open viewing points of both eyes is 70 or less and the number of double eye center field of view is 40 or less
5. A hearing level of both ears of 90 dB or more
6. Those with significant impairment in balance function
7. Those who lack the function of chewing (mastication)
8. Those with significant impairment in speech or language function
9. Those who lack the ya finger or middle finger of both upper limbs
10.Those with significant impairment in the function of the father and finger or middle finger of both upper limbs
11.Those with significant impairment in the function of the upper limb
12.A lack of all fingers in the upper limbs
13.Those with significant impairment in the functioning of all fingers in the upper limbs
14.Those who lack all fingers of both lower limbs
15.Those with significant impairment in the function of the lower limb
16.Those with less limbs than ankle joints
17.Those with disabilities that cannot walk to the function of the trunk
18.In addition to 1 to 17, the condition in which physical dysfunction or a condition requiring long-term rest is recognized as equal to or greater than 1 to 17, and daily life is severely restricted or daily life is significantly restricted Those that need to be added.
19.Mental disorders that are recognized as equal to or higher than 1 to 18
20.A disorder of physical function or a medical condition or mental disorder overlap, and the condition is recognized as equal to or greater than 1 to 18

Do you have any income restrictions?

Income = Annual income-Required expenses (deduction of employment income)-80,000 yen (fixed amount (uniform) deduction)-The following deductions
※If you have long-term transfer income or short-term transfer income, it is calculated based on the amount after special deduction.
※If there is employment income or income related to public pension, etc., the total amount obtained by subtracting 100,000 yen will be used.

Income limit

If the claimant (or recipient), spouse and dependent person's previous year (or the previous year if the billing date is from January to June) is equal to or greater than the following limit, the year (August) Payment of benefits will be suspended from July of the following year).

※1: Includes those under 16 years of age who are declared as dependent relatives in income declarations.

How much is the allowance?

Grade 1: ¥55,350 per month (as of April 2024)
Level 2: ¥36,860 per month (as of April 2024)
※Once approved, benefits will be paid from the month following the application date.
※As a general rule, the previous four months will be transferred to the designated account three times a year.

Do you have anything you need to apply for?

1. The claimant and the target elementary school student certificate of family register (certificate of all matters)
※Within one month from the date of delivery
2. Copy of resident certificate of all households including claimant and target elementary school student (without omission of items)
※Within one month from the date of delivery
※In principle, it is unnecessary, but if the situation cannot be confirmed, such as when there is no resident registration in Yokohama City, it may be necessary separately.
3. Income certificate of the previous year of the claimant, spouse, and dependent person (or the previous year if the billing date is from January to June)
※In principle, it is unnecessary, but it may be necessary separately if you move in after January 2 or if you have a tax book in another city.
4. Medical certificate of doctor about degree of disability in elementary school student (prescribed format)
※The medical certificate must be made within 2 months of preparation.
※Love notebook (nursing notebook) (A1 or A2 judgment) or certificate of the physically disabled (from grade 1 to grade 3). If you have visual impairment, hearing or balance impairment, physical disability (only in case of loss), voice / language impairment, etc.), you may be able to omit the medical certificate. For more information, please contact Health and Welfare Center in your district.
5. The claimant's My Number Card (if not, a personal number notification card + identity verification documents, etc.)
6. Other necessary items
※Please bring your bankbook or cash card in the name of the claimant.

What is the form of the medical certificate?

There are eight types of medical certificates from Form No. 1 to Form No. 8 as follows. When downloading from the following, print it in B4 or A3 size and bring it to a medical institution. In addition, each ward Health and Welfare Center and each children's guidance office have a style available.

※Certified medical certificate style No. 1 (for eye disorders) has been revised.

※For medical institutions that want to create a medical certificate with data, please use the following Excel file.

For those receiving special Child Raising Allowance

You must submit your income status report every year.

Those who have been certified by The Mayor of Yokohama (including those who have been suspended) must submit an income status report between August 12 and September 11 every year. If you do not submit your income status report, you will not be able to receive benefits after August. Also, please note that if you do not submit for 2 years, you will lose your eligibility.

A fixed-term renewal procedure may be required.

Those who have received certification for eligibility (fixed-term certification) for a fixed period according to the condition of disability in elementary school student must resubmit medical certificates etc. by the specified deadline. Please note that you will not be able to receive benefits.

Certificates

Effective July 1, 2024, the Special Child Raising Allowance Certificate was abolished.
If you are newly certified, if there is a change in the amount of allowance, etc., or if you renew the year, you will be issued a certificate of receipt.
If you need a certificate other than the above, you need to apply.
