Service Continuity Support Project and Collaboration Support Project

As a support measure for measures to prevent the spread of infection in social welfare facilities, etc., we will implement a "service continuation support project for businesses such as disability welfare services" and subsidize the necessary expenses as so-called "increase costs".
For details of this project, please refer to the following guidelines.

Subsidized establishments (Please refer to the implementation guidelines for details)

(1) Service Continuity Support Project
①Support for the development of elementary school student, support for the development of medical-type elementary school student, after-school day service (elderly day care), welfare-type and medical-type children with disabilities, daycare centers, and consultation support for children with disabilities.
②For users or staff with symptoms such as fever, under certain requirements (* 1), welfare-type and medical-type facilities for children with disabilities that were inspected at their own expense.
③①Other elementary school student development support, medical-type elementary school student development support, after-school, etc. day service (elderly day care) offices that provide as much service as possible to users living in their homes by visiting them (only if it is difficult to provide services in normal form and alternative measures are taken by visiting them. ※2)

(2) Cooperation Support Project
From the perspective of securing disability and welfare services necessary for users of establishments and facilities that fall under any of the following 12, we will accept users of such establishments and facilities and dispatch support staff when there is a shortage of staff, such as elementary school student Development Support, Medical-type elementary school student Development Support, After School day service (elderly day care) Office, Welfare-type and Medical-type disabled children admission facilities, daycare centers, etc.

②From the perspective of preventing the spread of infectious diseases, offices and facilities that were voluntarily closed.

Subsidized expenses (Please refer to the implementation guidelines for details)

Expenses for positive cases between April 1, 2023 and December 31, 2023, and payment completed by January 31, 2024.

Notes

・The number of infected people between April 1, 2022 and March 31, 2023 has already been closed. However, for the amount that occurred in March 2023, only those that have not been completed as of March and have not been applied will be accepted.
・Expenses that have already been subsidized in other businesses and expenses that overlap with operating expenses subsidies are not eligible.
・Establishments that have reached the standard unit price (limit) in 2023 are not eligible.
(If the standard unit price (limit) has not been reached, the difference between the issued amount and the limit will be the maximum payment amount.)
・※Handling after January 2024 will be announced separately.

Attention

※In principle, one target expense cannot be targeted for multiple subsidized projects.
Therefore, expenses applied for (purchased) in other subsidized projects are not covered by this subsidized project.
※Business establishments and services that have already applied up to the limit are not eligible. For establishments that provide multiple services, services that have not been applied before or services that have not reached the limit are eligible.
※Please note that for establishments that have received subsidies such as operating expenses from Yokohama City, you cannot apply for expenses expended from subsidies such as operating expenses in duplicate.

If you meet each requirement, you can apply for both a service continuation support project and a cooperation support project. Requirements vary depending on the service you are providing, so please check the implementation guidelines for details.
Since the staff of my office became infected with coronavirus, both staff and users conducted PCR tests. Is the PCR test cost eligible for subsidies? PCR test costs after the occurrence of a positive person are not eligible. For details, please refer to the application guidelines for the PCR test cost.

Which of the following ideas is correct for assistance?
①Costs required for the infected person to converge due to the occurrence of an infected person (such as the cost of April and May if it converges in April)
②Expenses required to control COVID-19 between April 1 and December 31, 2023

①This is the way of thinking. The target expenses are the expenses required for continuing the service, so the expenses required for prevention such as 2 are not eligible.
In this facility, multiple disability welfare services, including group homes for persons with disabilities, are eligible projects. If the requirements are met, can I apply for subsidies in all projects? You can apply. Health and Social Welfare Bureau is responsible for services based on the Comprehensive Support for Persons with Disabilities Act, such as group homes for persons with disabilities, so please check with them.
Regarding the above, if the employee who has been positive for COVID-19 is concurrently working on multiple services, can I apply for subsidies for all related businesses?

If there is a shortage of staff for each business, there is no problem.
In this case, it corresponds to the implementation guidelines 2 subsidized facilities (1) 1.

10 When applying for assistance with multiple services, is it possible to charge separately for disinfecting supplies etc. purchased in multiple services? It is possible. However, please apply only for the expenses required to perform the relevant service.

①In the service continuation support project, do you mean that it occurred during FY2023 (after April 1, 2023) as the timing of outbreak in terms of "business establishments where infected people occurred in users or staff"?

①Since a positive person occurs in the user and the expenses incurred during FY2023 are eligible for assistance, there is no need for positive person to occur during FY2023.

Are commercially available PCR test kits and antigen test kits eligible for assistance? Only support facilities for persons with disabilities and group homes are eligible. Japan-China services are not eligible.

Are containers containing cardboard for infectious medical waste eligible? Not eligible for assistance.
14 Are equipment and environmental maintenance covered? Not eligible for assistance.
15 The corporation paid exemptions to employees of offices where users and staff were infected with COVID-19 without tax. Are these expenses covered by the subsidy? Since the subsidy is an increase in expenses due to the occurrence of infected people, etc., extra wages and benefits paid to the corresponding staff as compensation for labor are covered. Therefore, those that do not fall under wages or compensation are not eligible for assistance.

Is it possible to apply for a cooperative support project if a day service (elderly day care) staff member is dispatched after school to a daytime welfare service for disabled people who have been infected with coronavirus? You can apply. However, please do not apply for subsidies in duplicate with extra wages, etc. for daytime activity-related disability welfare services.
17 Regarding the service continuation support project, "expenses required for continuing services such as disability welfare service establishments and disability welfare facilities" mean the expenses incurred during the period? The subsidized expenses are basically assumed to have occurred during the medical treatment period of the infected person. Based on that, basically, what was ordered and purchased by the 10th day from the date of onset of the infected person and the date of onset is considered to be subsidized expenses. In addition, this does not apply when the medical treatment period or health observation period for a longer period than the above is set according to the guidance from the public health center.
